Appointed Boards & Commissions

Appointed boards and commissions are an established feature of county government, offering citizens an opportunity to participate in the affairs of their community, to shape and influence public policy in many areas, and to contribute their time and talents to preserve the high quality of life enjoyed by residents. Serving on a board or commission can be a very rewarding experience.

Johnson County has a long tradition of utilizing the expertise and talents of its residents. As volunteers, the men and women who serve as members of the appointed boards and commissions help to support, guide, and help oversee the county's agencies and departments. Johnson County has more than 30 boards, commissions, and task forces that endeavor to reflect the varied interests of the community.

Several of these boards and commissions are required and established under state law, while others are created under the authority of the Board of County Commissioners. Under the provisions of the Home Rule Charter, all appointed boards and commissions operate under the policies and procedures adopted by the Board of County Commissioners. All members appointed to a board or commission are expected to comply with the Johnson County government's Code of Ethics (Resolution No. 162-88).

Purpose:

The Johnson County Airport Commission overseas an air system which has the second highest number of take offs and landings each year. The Commission also oversees the 500-acre Johnson County Executive Airport at 151st and Pflumm, and the 2,500-acre New Century AirCenter, betwen Olathe and Gardner. New Century is a hub for air, rail, and interstate highway transportation and, with its business park, a home for more than 65 businesses with private sector employment base of over 5,000 jobs. Executive Airport is the heart of the County's economic-belt and the choice for many corporate, business, and general users.

Meeting Information:

The Johnson County Airport Commission will host a monthly meeting at 9 a.m. on the fourth Wednesday of each month except for November and December. The November and December meetings have traditionally been consolidated into one meeting in early December.

Provides advice and interpretations or opinions to the County building code official regarding the provisions of codes, standards, and other publications adopted by the County.

Purpose:

Assists in reviewing cases of individuals requesting variances from zoning regulations. After hearing each case, the zoning appeals board submits recommendations to the Board of County Commissioners, who are responsible for making the final judgement on each request.

Purpose:

Functions as an administrative agency performing quasi-judicial functions when necessary. It ensures employment actions for Civil Service employees of the Sheriff's Office are based on merit, efficiency, character, and length of service; it is free from political or other improper influence; and all employment rules, regulations, policies, and procedures are applied fairly and consistently to all applicable employees.

Purpose:

Provides counsel and support to the Johnson County Area Agency on Aging to assist in the planning and administration of services to older adults. The commission also encourages cooperation among organizations providing services to older persons. The Commission on Aging serves as a link between seniors in the community and the Board of County Commissioners.

Purpose:

Approves the comprehensive plan for community corrections grant services with an emphasis on public safety and reports to the Board of County Commissioners. The Advisory Board consists of representatives from law enforcement, prosecution, the judiciary, Court Services, education, corrections, ethnic minorities, social services, and the general public.

The Johnson County Park and Recreation District was established by state statute in 1953 and is governed by a seven-member Board of Park and Recreation Commissioners appointed by the Johnson County Board of County Commissioners. The district comprises over 9,900 acres and attracts over 7.6 million visitations annually. The district also provides over 4,200 fee-supported recreational, cultural, environmental, and outdoor education programs each year that generate more than 2.7 million participations annually. The district operates and maintains 11 developed park areas, five future park sites, and three streamway park systems. It also manages a variety of facilities and programming sites throughout the county including Johnson County Arts & Heritage, New Century Fieldhouse, Ernie Miller Nature Center, The Theatre in the Park, TimberRidge Adventure Center, Mill Creek Activity Center, the 22-acre Mildale Farm meeting and event site, three sports and recreation complexes, an aquatic center, three 50 Plus programs, three early childhood development centers, three 18-hole disc golf courses, and two 18-hole golf courses.

The members help develop positive public awareness of mass transportation to gain public acceptance, support, and utilization. The Council interacts with and advises the County's transportation staff and reports to the Board of County Commissioners.
