The BOCC issued proclamations for Older Americans Month, Mental Health Month and Building Safety Month in May and EMS Week from May 15-21.

BOCC Actions for May 12, 2022

  • Conducted a public hearing and authorized funds for the construction phase of the Douglas L. Smith Middle Basin Wastewater Treatment Facility Solids Improvement Project (IMB1-Contract 34) in an amount not to exceed $6,048,400, increasing the total project authorization to $6,898,400. (Voted 7 – 0, passed.)
  • Authorized a contract with MegaKC Corporation to construct the Douglas L. Smith Middle Basin Wastewater Treatment Facility Solids Improvement Project (IMB1-Contract 34) in an amount not to exceed $4,632,900. (Voted 7 – 0, passed.)
  • Approved an agreement for fiber optic cable installation with the City of Leawood to connect a fiber line from the Tomahawk Creek Wastewater Treatment Facility Administration Building to the Leawood Aquatic Center. (Voted 7 – 0, passed.)
  • Adopted Resolution No. 019-22 to amend the FY 2022- 2026 Capital Improvement Program to include concrete repair work at 100 Mission Wood Drive at New Century Commerce Center and authorized a contract(s) with Golconda Group, LLC for concrete work; and authorized a use of reserves from the Airport Enterprise Fund in an amount not to exceed $147,965. (Voted 7 – 0, passed.)
  • Authorized the purchase of 15 2023 Ford E450 Diamond Coach Cutaway vehicles from Southern Bus & Mobility Inc, including the requisite ancillary equipment, for a total cost not to exceed $1,298,205 from the Missouri Department of Transportation contract #1FB605C021001151. (Voted 7 – 0, passed.)
  • Approved bylaws of the Johnson County Planning Commission as amended. (Voted 7 – 0, passed.)
    • Approved amendment to the bylaws regarding the handling of possible conflicts of interest/complaints of conflicts in the planning commission. (Voted 7-0, passed.)

Manager’s Memo, County Manager Penny Postoak Ferguson

Johnson County/University of Kansas Medical Center EMS Fellowship: Johnson County received notification that the Accreditation Council for Graduate Medical Education (ACGME) approved the University of Kansas Medical Center (KUMC) EMS Fellowship application. This is the first and currently only EMS fellowship in Kansas. Dr. Allyson Briggs, a current chief resident at the Emergency Medicine Residency Program at KUMC, will begin her role as the EMS Fellow on July 1 with completion of her three-year residency in emergency medicine. She will spend an additional year becoming sub-specialty trained in EMS. Dr. Briggs will spend her time in the field as an EMS physician responding alongside Johnson County Fire/EMS crews as well as with Kansas City, Kansas Fire and LifeStar Air Ambulance based out of Overland Park Regional.

City of Olathe – 167th Street Land, LLC Industrial Revenue Bond (Notice of Public Hearing): The City of Olathe will be conducting a public hearing on Tuesday, May 17, to consider approving a property tax abatement in connection with two properties. The first financed with $11,899,766 in industrial revenue bonds for acquiring and constructing an approximately 134,643-square-foot industrial building. The second financed with $13,083,996 in industrial revenue bonds for acquiring and constructing an approximately 147,955-square-foot industrial building. Both properties are located at approximately the northwest corner of Monticello Road and 167th Street in Olathe. The applicant has requested a 10-year, 50% property tax abatement.   • Consider approving the Johnson County Developmental Supports reserve use plan including the creation of 7.5 FTE; and consider authorizing the reallocation and expenditure of fund balance (reserves) for FY 2022 for the Developmental Supports Fund in an amount not to exceed $700,000 for the first year of the plan.
  • Request for Proposal (RFP) #2021-060, Consider authorizing a contract with Integrated Psychiatric Consultants, P.A., for Certified Community Behavioral Health (CCBHC) Primary Care Medical & Psychiatric Services, at a cost not to exceed $2 million annually for a one-year period with four additional one-year renewal options and authorize the reclassification of FY 2022 Mental Health reserves in the amount of $300,000.
  • Consider authorizing a contract with Godard & Son Roofing for the office roof replacement and warehouse sealant repairs at the Election Office facility for a total amount not to exceed $233,899 per Invitation for Bid (IFB) No. 2022-037.
  • Consider authorizing a contract(s) with Freestate Logistics, LCC for the purchase of Shelf Stable Food Program for Older Adults in the amount not to exceed $500,000 per Invitation for Bid (IFB) No. 2022-043.
  • Resolution No. 031-22. Consider adopting Resolution No. 031-22 exempting a certain portion of an outside area of county owned property from the provisions of K.S.A. 41- 719(d) to allow the sale, possession and consumption of alcoholic liquor and cereal malt beverages.
