Appointments to committee on BOCC salaries
Approved the appointments to the Ad-hoc Resident Committee on Board of County Commissioners Salaries: First District representative Ed Peterson; Second District representative Patricia Mach; Third District representative Anna Van Ophem; Fourth District representative Dawn Rattan; Fifth District representative David Lindstrom; Sixth District representative Chrysalyn Huff; and Seventh District representative Hillary Thomas through Nov. 30, 2024.
Consent Agenda Vote: Passed 7-0.
Acceptance of grant award
Authorized the Department of Health and Environment to accept the Bipartisan Infrastructure Law’s Carbon Reduction Program grant award, administered by the Federal Highway Administration and distributed through the Kansas Department of Transportation in the amount of $1,433,000 to provide electric vehicle infrastructure to the community; authorized an interlocal agreement to engage in this sustainability endeavor with county partners and delegate signatory authority of the interlocal agreement to the director of the Johnson County Department of Health and Environment; authorized the reallocation of Public Health Fund reserves in an amount not to exceed $372,580; and authorized a project account in an amount not to exceed $372,580 for the local match portion of the award.
Amendment was made to have Johnson County impose a user fee in 90 days after installation of the electric vehicle infrastructure (charging stations) to cover full costs. Vote: Failed 2-5.

Accepted Section 5339 Federal Transportation Administration funding through the “Bus and Bus Facilities” competitive program in the amount of $7,650,000. Vote: Passed 6-1.

Acceptance of funding for transit vehicle
Accepted the funding for the purchase of one energy efficient transit vehicle and funding improvements to transit technology using Kansas Department of Transportation one-time funding in the amount of $757,026 with a local match of $84,114 for a total project budget of $841,140; and authorized the reallocation and expenditure of Transit Operating Fund reserves in the amount of $84,114. Vote: Passed 6-1.

NACo Achievement Awards
Johnson County was recently the recipient of seven NACo Achievement Awards. Over the next few weeks, we will be highlighting programs that were recognized with an award. This week, we will highlight Problem Solving Beds at Johnson County’s Adult Residential Center.
CERI releases July 2024 Edition of Economic Indicators
The July 2024 edition of the Economic Indicators for Johnson County has been provided by the County Economic Research Institute. The unemployment rate for May 2024 is 2.8%, a 0.3% increase from a year ago. The number of single-family homes sold in May 2024 was 894, a 3% decrease in past year, and year-to-date number of single-family homes sold in 2024 was 3,049 a 2.2% decrease. The total number of single-family building permits issued in May 2024 was 150, a 20% increase since May 2023, and year-to-date number of single-family building permits issued in 2024 is 696, a 37% increase in past year. Additionally, the CERI reports total retail sales for Johnson County were $6.28 billion year-to-date, as of April 2024, compared to $6.39 billion through the same period, a 1% decrease.
Board receives major projects update
Report for major projects over $1 million and master plans is provided bimonthly and supplements the Public Building Commission biannual reports in February and August. The information contained in this report is through July 26, 2024.
Kansas Turnpike Authority – Pop-Up Event
The Kansas Turnpike Authority will be hosting a cashless tolling pop-up event from 8 a.m. to noon on Tuesday, Aug. 6, at the Mission motor vehicle office, 6000 Lamar Ave. The event will serve as an opportunity for the KTA to educate our residents on the cashless tolling system that was implemented on July 1, 2024. The Kansas Turnpike converted to cashless tolling for safety and efficiency. Customers will no longer stop at toll booths and all customers will keep moving. DriveKS, a new toll payment system, will support billing and payment whether customers are identified by KTAG or license plate. Compatible transponder customers from other states will continue using their existing account. Customers identified by KTAG will pay the lowest toll. The PBC received a PBC major capital projects update and a series of reports on PBC financial statements, statements of next assets and net position (unaudited), and statements of revenues, expenses and changes in fund net assets and net position (unaudited).
Contract amendment for new Olathe MED-ACT project
Authorized the construction manager as constructor Guaranteed Maximum Price contract amendment with Turner Construction Company for the new Olathe MED-ACT Station 1156 in an amount of $7,298,014 for a total contract amount not to exceed $7,641,675. Vote: Passed 7-0.

Loan agreement for wastewater project
Resolution No. WD 24-023. Consider authorizing the execution of a second loan agreement in the amount of $100 million with the State of Kansas, acting by and through the Kansas Department of Health and Environment, for the purpose of obtaining a loan from the Kansas Water Pollution Control Revolving Fund as part of the approach to finance the Nelson Wastewater Treatment Facility Improvements project, establishing a dedicated source of revenue for repayment of such loan, authorizing and approving certain documents in connection therewith, and authorizing certain other actions in connection with the loan agreement.
Funding for wet weather storage facility project
Resolution No. WD 24-024. Consider authorizing the use of previously authorized project contingency funds for unforeseen conditions for any necessary contract change orders with Garney Companies, Inc. for additional excavation, fill and hauling work as part of the Mill Creek Wet Weather Storage Facility Project (MCR1 Contract 25) in an amount not to exceed $850,000, and consider authorizing the Wastewater General Manager to execute change orders up to $850,000 in total, including any project change orders over $150,000, for site excavation, fill and hauling work.

Invitation for Bid No. 2024-024. Consider authorizing a contract with Railway Service Contractors, Inc. for Locomotive Repair and Component Upgrades in the amount not to exceed $645,004.65.
