New Johnson County Assistant Manager appointed

Penny Postoak Ferguson, county manager, has appointed Joseph M. Connor to serve as the assistant county manager. Connor currently serves as assistant county administrator at the Unified Government of Wyandotte County/Kansas City, Kansas. He begins the job on Jan. 14, 2019.

“I’ve had the pleasure of working closely with Johnson County Government during my tenure with the Unified Government,” said Joseph M. Connor. “I am pleased to join this organization’s talented leadership team and look forward to working with its employees and getting to know its residents.”

Connor joined Wyandotte County Government in 1985 as an accountant. He progressed to supervisory positions in the Business Office, and then in June 1997 he became the director of Public Health for the Unified Government. He held that role until April 2014 when he became assistant county administrator.

“With his extensive knowledge and understanding of county government operations, strong regional relationships and a list of admirable accomplishments, I am confident Joe will fit in well with our organization and provide outstanding leadership,” said County Manager Penny Postoak Ferguson.

Some highlights from Connor’s professional accomplishments include:

  • Creating a Chief Knowledge Office and recruiting a Chief Knowledge officer.
  • Conducting a Fire Department Operations Study and recruiting the first fire chief outside the organization.
  • Coordinating a two-day training on the importance of servant leadership.
  • Establishing an employee health center and incentive program.

Connor received his Bachelor of Accounting at Emporia State University and his Masters of Business Administration at the University of St. Mary in Leavenworth. He has served on the board of directors for Harvesters Community Food Network and the Information Network of Kansas, as well as advisory boards for LISC-KC and Providence/St. John Medical Center.

The assistant county manager position became vacant when Maury Thompson was named interim deputy county manager in January, and was appointed to that position in August. Johnson County Airport Commission Executive Director Aaron Otto served in the assistant county manager role as interim since January.

“I am extremely grateful to Aaron, as well as the Airport Commission and staff, who took on additional work and responsibility this year,” said Postoak Ferguson. “We will miss him in the County Manager’s Office and know the airport will be happy to have its executive director back full time.”
