The Board of County Commissioners met on Thursday, April 13 in the Hearing Room at the Johnson County Administration Building.

Correcting four clerical errors
Clerical Error 046-169-31-0-30-01-001.00-00: Authorized the County Appraiser’s Office to make an appraisal correction to the 2021 tax roll for Residential Real Estate pursuant to K.S.A. 79-1701a.

Donation of two covered trailers
Approved the disposition of two covered Croft trailers by donation from the Department of Emergency Services to Johnson County Fire District #1 and the Olathe Fire Department, for continued use as Community Emergency Response Teams assets pursuant to Administrative Surplus Property Policy #210.140, subparagraph F.1. Vote: Passed 7-0.
Site plan of New Trails businesses
Regarding Resolution No. 025-23, City of Gardner application, approved a Site Plan for New Trails Convenience Store and Gas Station, located on the southwest corner of 175th Street and New Trails Parkway, Gardner, and located within one mile of the New Century AirCenter. Vote: Passed 7-0.
Final plat, plan for apartment buildings
Regarding Resolution No. 022-23, City of Gardner Application No’s. FDP-22-08 and FP22-12, approved a Final Development Plan and Final Plat for Tallgrass Apartments Phase 3, containing five apartment buildings with 80 dwelling units on 6.06 acres, located north of 167th Street and east of White Drive, within one mile of New Century AirCenter. Vote: Passed 7-0.
Plats, plans for Coca-Cola project
Regarding Resolution No. 019-23, City of Olathe Application No’s. PP22-0002, PR22- 0035, PAR22-0081, and FP23-001, approved a Revised Preliminary Development Plan, Revised Preliminary Plat, Final Development Plan and Final Plat for the proposed development of Project Acura – Heartland Coca-Cola Bottling Facility on 116.9 acres, located south of 167th Street and west of Hedge Lane, within one mile of New Century AirCenter. Vote: Passed 7-0.
Purchase of extraction robots for Crime Lab
Authorized an exception to competition with Promega Corporation., for the purchase of three Maxwell® RSC 48 extraction robots and supplies by the Sheriff’s Office Crime Lab, in an amount of $146,280.60. Vote: Passed 7-0.
Pre-design contract for a new Health Services Building
Regarding Request for Proposal (RFP) 2022-049, authorized a contract with Finkle + Williams Architecture, for Phase One Pre-Design Services for a new Health Services Building, in an amount not to exceed $340,000. Vote: Passed 5-2.

Second Revision to Amended Rules of Order

Major project updates at JoCo Museum
The Johnson County Museum has two major updates to museum spaces: a new environment in KidScape and an expanded entrance to the special exhibit gallery. KidScape, an immersive, interactive history experience within the Johnson County Museum, opened a new trolley environment on April 4th. Modeled after the Ogerita, the first car on the historic Strang Line that ran between Kansas City and Johnson County from 1906 to 1940, the fully accessible environment also includes a trolley station and custom trolley table with track. Young museum guests will enjoy selling tickets, loading luggage, driving the trolley and more. The trolley environment was underwritten by the museum’s nonprofit partner, the Friends of the Johnson County Museum, part of the Parks and Recreation Foundation of Johnson County. Work is also underway to expand the entrance to the museum’s special exhibit gallery. The special exhibit space located within the Museum has a single-door entry with adjacent glass windows. The single-door entrance limits the kinds of exhibits and items that can be displayed in the space. The entrance also lacks visibility to draw visitors. This improvement in expanding the entrance to the museum’s special exhibit space will increase flexibility in this exhibit space, making it possible to feature artifacts or exhibit displays that require a larger entrance for installation. The expanded entrance will also increase visibility and accessibility for visitors. Jeff Hayes with County Facilities is managing the project, which is paid for through the museum’s operating reserves. Work will be completed by May 2023.
Olathe hearing on tax abatement for Coca-Cola Bottling Company project
The City of Olathe will be conducting a public hearing on Tuesday, April 18 , to consider approving a property tax abatement project. The proposed project is to be financed with $810,000,000 in industrial revenue bonds for acquiring, constructing, equipping and furnishing an approximate 1,320,000 sq. ft. industrial facility to be located approximately at the southwest corner of 167th Street and Hedge Lane in Olathe. The applicant has requested a 10-year, 55% property tax abatement. View Olathe’s letter.
Second Public Information Workshop on Sunflower Area Plan
The Planning Commission is updating the area plan that surrounds the former Sunflower Army Ammunition Plant due to the recent annexation of this area by the City of De Soto. A Second Public Information Workshop for this plan update is scheduled from 6 to 8 p.m. Wednesday, April 19 at De Soto High School – Commons Area. All are welcome to attend. Consider a request from Ryan Kubert, Olsson Engineering, and VanTrust Real Estate Development, applicants, and Johnson County, landowner, for a Preliminary and Final Sign Development Plan for multiple monument signs for the New Century Commerce Center Complex, located at the southwest corner of 159th Street and Clare Road.
Plats for four residential lots
Application No. SW 22-276-PP/FP (MC). Consider a request from Scott Wesley, manager for KKSW Properties, LLC, applicant/landowner, for Preliminary and Final Plat approval for four residential lots on 133 acres, to be known as 175th & Edgerton, Second Plat, on property zoned RUR, Rural District, located at 17770 Edgerton Road, in Section 25, Township 14, Range 21.
Purchase of replacement vehicles
Consider approving an exception to competition and authorizing the purchase of twelve (12) 2023 Ford E450 Cutaway replacement vehicles, including the requisite ancillary equipment, for a total cost not to exceed $1,439,370 from Master’s Transportation, Inc. per Administrative Policy and Procedure #110.180.A16, utilizing $1,151,496 of federal “Congestion Mitigation / Air Quality” (CMAQ) funds and a local match of $287,874 from the Transit vehicle replacement capital project funds.
Applications for corrections grants
Consider authorizing and submitting the SFY 2024-2025 Applications for Juvenile Corrections Advisory Board Grants in the amount of $801,546.34, the Juvenile Reinvestment Grants in the amount of $641,238, and a Juvenile Regional Collaboration Grant in the amount of $263,843.54 to the Kansas Department of Corrections - Juvenile Services, as approved by the Juvenile Corrections Advisory Board, to support interventions and programming for justice-involved youth.

Consider approving and submitting the 10th Judicial District’s SFY 2024 Juvenile Justice Comprehensive Plan Grant Application in the amount of $1,811,753.80 to the Kansas Department of Corrections - Juvenile Services and authorizing the associated positions, contracts, and client services.
Submission of Corrections’ SFY 2024 plan
Consider authorizing and submitting the Johnson County Department of Corrections’ SFY 2024 Community Corrections Adult Comprehensive Plan and Funding Requests to the Kansas Department of Corrections in an amount not to exceed $2,633,452.03.
Juvenile Placement Agreement with Douglas County
Consider authorizing a Juvenile Placement Agreement with Douglas County, Kansas Criminal Justice Services for the placement of juveniles in 2023 in an amount not to exceed $361,350.
