BOCC Agenda for April 4, 2024

Appointment to Developmental Supports Board

Approved the appointment of Inas Younis - Fourth District representative to the Developmental Supports Board through Aug. 31, 2024.

Purchase of wheel loader

Authorized a contract with Victor L. Phillips Co., for the purchase of a Case 621G XR Wheel Loader, in the amount of $183,900. Consent Agenda Vote: Passed 7-0.

Tabled appointment to Park and Recreation Commission

Appointment of Kevin Nunnally – Third District representative to the Park and Recreation Commission through Jan. 31, 2027.

Motion was made to table appointment for one week and place on the April 11 agenda. Vote: Passed 7-0.

Permit for lawn and landscape business

Approved a request from Peter King, applicant and landowner, for a conditional use permit to allow a lawn and landscape contractor business at 18770 Ridgeview Road on 10 acres, on property zoned RUR, Rural District, in Section 36, Township 14, Range 23, Spring Hill. Vote: Passed 7-0.

Rezoning approval

Approved a request from Michael and Deborah Wadhams, applicants and landowners, for rezoning from PRU4, Planned Residential Urban Apartment District, to RN2, Residential Neighborhood Two District, on 4.48 acres at 16165 Kenneth Road in Section 14, Township 14, Range 25. Vote: Passed 7-0.

Plats for residential lots

Approved a request from Payne and Brockway Engineering, applicant, and Alaydia LLC, landowner, for a Preliminary and Final Plat for three residential lots (Alaydia Estates) on approximately 40 acres, on property zoned RUR, Rural District, located one-quarter mile south of 207th Street and on the west side of Renner Road. Vote: Passed 7-0.

Final development plan for residential lots

Approved a request from Payne and Brockway Engineering, applicant, and MK Realty LLC, landowner, for a final development plan, serving as the final plat, for 25 residential lots (Blue Valley Reserves), on approximately 68.6 acres, on property zoned PRN2, Planned Residential Neighborhood 2 District, located one-half mile south of 199th Street on the west side of Mission Road. Vote: Passed 7-0.

2024 Audit Plan by county auditor

(Tabled from March 21, 2024). Approved the 2024 Audit Plan proposed by the county auditor. Vote: Passed 5-2.

Agreement for MED-ACT co-location

Authorized a license agreement with the City of Overland Park for the purpose of MED-ACT co-location at Station 41 (7550 W. 75th St.) and to provide usable space, outlined in Exhibit A, for MED-ACT personnel, ambulance/response vehicles, equipment and supplies for a term of 20 years with a one-time payment to Overland Park in the amount of $3,342,902 to be effective April 8, 2024; and authorized the use of budgeted, approved funds in an amount not to exceed $3,342,902. Vote: Passed 7-0.

Funds for pipe and fitting materials

After a public hearing, authorized funds for the procurement of pipe materials for the State Line Road Pump Stations and Force Main Project – Pipe & Fittings Procurement (LWC1 Contract 6A) in an amount not to exceed $5,161,600, increasing the total project authorization to $10,726,000. Vote: Passed 7-0.

Authorized a contract with Core & Main, LP, to procure pipe and fitting materials for the State Line Road Pump Stations and Force Main Project – Pipe & Fittings Procurement (LWC1-Contract 6A) in the amount of $4,831,272.94. Vote: Passed 7-0.

Women’s History Month Feature honors Susan Pekarek

The Kansas Water Environment Association and the American Water Works Association - Kansas chose Wastewater’s General Manager Susan Pekarek for its Women’s History Month Feature. Susan is the first woman to lead JCW, and joins a small list of women who run organizations in the water sector in the U.S. View the LinkedIn post.

Johnson County Election Office sponsors “Future Voter” sticker contest

The Johnson County Election Office invites elementary and middle school students to unleash their creativity by participating in their “Future Voter” sticker design contest. This initiative aims to inspire the Johnson County’s youth to actively explore and express the significance of civic responsibility through art. The competition is open to Johnson County students in grades K-8, or home-schooled students between the ages of 5 and 14. Three designs will be chosen – one from K-2, 3-5 and 6-8 grades – to be distributed to youth at advance voting sites and Election Day polling sites. Entries must be submitted by May 3. Official contest rules, entry and parental/guardian consent forms, and a design template can be found at jocoelection.org/contest.

U.S. Rep. Sharice Davids visits Emergency Operations Center

On Tuesday, April 2, U.S. Rep. Sharice Davids visited the Johnson County Emergency Operations Center. She met with county leadership and staff to discuss our ongoing preparedness efforts and learning more about how the county will utilize $1 million in Community Project Funding being allocated to the EOC. As was announced in this March 28 news release, more than $17 million in federal funding is coming to Johnson County for infrastructure improvements. The $1 million allocation will be used to modernize and renovate the EOC’s technology.

Appointment to Park and Recreation Commission

Funds for library wall repairs

Consider adopting Resolution No. 035-24 to amend the Fiscal Year (FY) 2024-2028 Capital Improvement Program to include Library’s Central Resource Library West Wall Repair Project and to authorize the use of Library Operating Fund reserves in an amount not to exceed $375,000.

Contract for roofing services

Consider authorizing term and supply contracts with RoofConnect and RL National Roofing, for roofing services, in an amount to not exceed $800,000 for a one (1) year term with an option to renew annually for four additional 1-year terms, per OMNIA Partners/Region 4 Education Service Center contract R230403 and R230402.

Contract for paving repairs

Invitation for Bid (IFB) No. 2024-002. Consider authorizing a contract with Precision Construction & Contracting, LLC for the Juvenile Detention Center Paving Repairs and Replacement Project at the Juvenile Detention Center, 915 W. Spruce, Olathe, in the amount of $196,051.

Contract for Transit Strategic Plan

Request for Proposal (RFP) 2023-078. Consider authorizing a contract with Toole Design Group, LLC for the Development of a Transit Strategic Plan, using $298,510 of Federal Section 5307 Urbanized Area formula funding and a local match of $74,627 at a cost notto-exceed $373,137 for a one (1) year term.

Use of eminent domain for easements

Resolution No. WD 24-006. Consider authorizing use of eminent domain to acquire easements to install and maintain gravity sewers for Blue River No. 28 Contract District No. 1 in the vicinity 183rd Street and Pflumm Road.

Funds to design wastewater improvements

Resolution No. WD 24-012. Conduct a public hearing and consider authorizing funds for the design and bid phase of the Belinder Pump Station Improvements Project (MTM1- Contract 78) in an amount not to exceed $2,076,900.

Funds to design wastewater improvements

Resolution No. WD 24-010. Conduct a public hearing and consider authorizing funds for the design and bid phase of the New Century Air Center Wastewater Treatment Facility Equalization Basin, Pumping and Solids Thickening Improvements Project (LBC2- Contract 19) in an amount not to exceed $1,218,600.

Addition of substance abuse counselor

Consider approval to add a 1.0 FTE grant-funded substance abuse counselor position in the Therapeutic Community to be funded by the UCS Substance Use Continuum of Care Fund.

Bylaws for advisory committee

Consider adopting Resolution No. 025-24 and bylaws for the Johnson County Housing & Community Development Advisory Committee.

Reorganizing Board of Zoning Appeals

Consider adopting Resolution No. 036-24 to reorganize and establish the qualifications and appointment process and duties of members of the Johnson County Board of Zoning Appeals.
