The Board of County Commissioners met on Thursday, Aug. 15 in the Hearing Room at the Johnson County Administration Building.

BOCC Agenda for Aug. 15, 2024

Contracts for wastewater treatment chemicals

Authorized term-and-supply contracts with Brenntag Mid-South Inc., Environmental Operating Solutions Inc., Evoqua Water Technologies LLC, Harcros Chemicals Inc., PVS DX Inc., PVS Technologies Inc., PVS Chemical Solutions Inc., and Shannon Chemical Corporation for wastewater treatment chemicals in an amount not to exceed $7. 3 million annually. The initial contract term is July 1, 2024, to June 30, 2026, with an option to renew for three additional 1-year periods.

Consent Agenda Vote: Passed 7-0.

Submittal of  carryover reimbursement budget

Authorized the submittal of the Johnson County Department of Corrections’ State FY2025 Carryover Reimbursement Budget to the Kansas Department of Corrections as recommended by the Community Corrections Advisory Board in the amount of $299,343.31. Vote: Passed 7-0.

Lease of passenger vehicles for 2026 FIFA event

Authorized an exception to competition with Master’s Transportation for the lease of 50 Ford F650 Glaval Concorde III 35-passenger vehicles in an amount not to exceed $1.5 million for the 2026 FIFA event using $1.2 million of federal section 5307 funding and a local match of $300,000 while providing the vendor with a 10% refundable deposit of $150,000 in 2024. Vote: Passed 6-1.

Contract for election equipment

Authorized an exception to competition and approve a contract with KNOWiNK for the purchase of replacement ticket printers and stands for current electronic poll books and the purchase of additional electronic poll books, software, accessories and services; authorized an increase in project authority for PollPad Printers - Expand in an amount not to exceed $40,280 for a revised total project authority of $601,780; and authorized the reallocation and expenditures of General Fund reserves in the amount of $40,280.

Motion was made to table action on contract for a week for legal research. Vote: Failed 1-6.

Hearing set to amend Transportation Fund

(Added Item to the agenda). Adopted Resolution No. 066-24, setting a public hearing at 9:30 a.m. on Sept. 5 for the purpose of receiving public input on proposed amendments to the Fiscal Year (FY) 2024 Budget for the Transportation Fund in the amount of $9,991,140 for additional grant funding. Vote: Passed 7-0.

Hearing set for Belinder Pump Station project

The Belinder Pump Station in Fairway is undergoing a major renovation. This includes expanding the building and temporarily relocating pumping operations. Design is currently underway and expected to finish in April 2025. Construction is scheduled to start in late 2025 and last two years. A public meeting will be held from 5:30-7 p.m. Sept. 11 at Fairway City Hall to discuss project details, address community concerns and gather feedback. Property owners near the station will receive postcards with project information on Aug. 12. A project website will provide updates throughout the process.

Committee of the Whole Meeting on Aug. 15, 2024

Board met as a Committee of the Whole to review the Solid Waste Management Plan  and receive 2025 budget presentations from Consolidated Fire District No. 2, Northwest Consolidated Fire District and Fire District No. 1.

Consider approving the reappointment of Gary Hicks as Third District representative to the Museum Advisory Council through May 7, 2027.

Resolution No. 062-24. Consider City of Olathe Application No. FP24-0015, for a Final Plat for Executive Plaza, Third Plat and a Final Development Plan for construction of a new building for B Street Collision Center, on approximately 3.43 acres, located nearby the northeast corner of 151st Street and Pflumm Road, Olathe and within one mile of Johnson County Executive Airport.

Request for Proposal No. 2024-031, Consider authorizing a contract with Clarion Associates, LLC, for Zoning and Subdivision Regulations Update, at a cost not-to-exceed $343,765.

Hearing on proposed budget for Fire District No. 2

Resolution No. 2024-1. Sitting as the Governing Board of Fire District No. 2. Hold a public hearing on the proposed budget and to exceed the revenue neutral rate and consider adopting Resolution No. 2024-1 authorizing a levy of property taxes in support of the budget for Fire District No. 2 for the Fiscal Year (FY) 2025 budget year that requires a property tax rate exceeding the revenue neutral rate of 10.115 mills for the Fire District No. 2 General Fund, 0.607 mills for the Fire District No. 2 Debt Service Bond H Fund, and 0.839 mills for the Fire District No. 2 Debt Service Bond I Fund.

Charter Resolution No. 046-24. Consider approving a charter resolution to use home rule authority to exempt Johnson County from a provision of K.S.A. 65-202 regarding annual sanitary inspections of school buildings and grounds by the local health officer.
