Board of County Commissioners Meeting Recap: Aug. 17, 2023

The Board of County Commissioners met on Thursday, Aug. 17 in the Hearing Room at the Johnson County Administration Building.

Commissioner Michael Ashcraft was absent. The Board issued a proclamation declaring August as National Breastfeeding Month. The Board also celebrated ETC Institute's Leading the Way Award to Johnson County. Below, you can find a recap of the items discussed during the meeting.

BOCC Action for Aug. 17, 2023

Contract for parking lot improvements

Authorized a contract with R & R Concrete Inc for the Johnson County Public Works Administrative Parking Lot Improvements Project, in the amount of $126,181. Vote: Passed 6-0.

Special permit for elevated water tower

Approved a request from George Butler Associates, Inc. and Water District No. 7, applicants, and Johnson County Park and Recreation District, landowner for a special permit for an elevated water tower on certain real property located 123rd Street and Homestead Lane within Kill Creek Park. Vote: Passed 6-0.

Contract to update Solid Waste Management Plan

Authorized a contract with Burns and McDonnell, for the development of an update to the Johnson County Solid Waste Management Plan, at a cost not to exceed $133,500. This contract is for a period of one year, Sept. 1, 2023, to Aug. 31, 2024, with no option to renew. Vote: Passed 6-0.

Manager’s Memo, County Manager Penny Postoak Ferguson

BOCC Priorities Update

In her weekly memo to the Board, County Manager Penny Postoak Ferguson provided a report on the progress on the Board’s strategic priorities. Presentations were made by Deputy County Manager Julie Karins and Assistant County Managers Joe Waters, Aaron Otto and Joe Connor. The board adopted its 2023-2024 priorities on April 20, 2023. Water Quality Awareness Month

August is Water Quality Awareness Month, which focuses on the importance of maintaining good water quality in our waterways. The County Manger praised county staff members, including attending employees, for their hard work to keep our waterways clean and safe in our community. Our stormwater management staff in Public Works work to protect our water quality through projects like the county’s funding of the Contain the Rain program, a collaboration with cities to reimburse residents who install sustainable landscape solutions. Johnson County Wastewater also plays a key role in protecting our water quality by treating water from residential and commercial customers so it can return to lakes and streams free of waste. Final development plan for new airplane hangar

Resolution No. 077-23. Application No. SW 23-300-FDP (GA). Consider a request from Brian Weber, Nexus 5 Group, applicant, and landowner, Johnson County, for a Final Development Plan for a new airplane hangar, on 3.1 acres, on property zoned PEC3, Planned Light Industrial Park District, located on the west side of 159th Street and North Loop Road at the New Century AirCenter.

Allocation of federal funding for eligible programs

Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $500,000 for the purpose of funding eligible programs as directed by the Board.

Public hearing on proposed budget for Fire District No. 2

Resolution No. 2023-1 Sitting as the Governing Board of Fire District No. 2, consider conducting a public hearing on the proposed budget and to exceed the revenue neutral rate and adopting Resolution No. 2023-1 authorizing a levy of property taxes in support of the budget for Fire District No. 2 for the Fiscal Year (FY) 2024 budget year that requires a property tax rate exceeding the revenue neutral rate of 12.662 mills for the Fire District No. 2 General Fund, 0.679 mills for the Fire District No. 2 Debt Service Bond H Fund, and 1.062 mills for the Fire District No. 2 Debt Service Bond I Fund.

Proposed budget for Fire District No. 2

Resolution No. 2023-2. Sitting as the Governing Board of Fire District No. 2, Consider approving and adopting Resolution No. 2023-2 to approve the Fiscal Year (FY) 2024 budget for Johnson County Fire District No. 2 as proposed.

Additional Mental Health staff, purchase of crisis response vehicle

Consider acceptance of the Mobile Crisis Response Expansion and Development Grant in the amount of $399,685.20 and authorize the Mental Health Department to add 3.0 FTEs to the Mobile Crisis Response Team (MCRT), the purchase of a crisis response vehicle, and authorize the reallocation and expenditure of fund balance (reserves) for FY 2023 in the amount of $399,685.20.

Improvements to 183rd Street

IFB #2023-007. Consider authorizing a contract with Linaweaver Construction, Inc. for grading, surfacing, culvert construction, and seeding for the 183rd Street Shoulder Safety and Structural Improvement Project from Metcalf to Nall Avenue, in an amount not to exceed $1,175,502.75.

Step pay plan for emergency service personnel

Resolution No. 079-23. Consider approving and adopting Resolution No. 079-23 converting to a step pay plan for emergency service personnel for FY2024.
