BOCC Action for Aug. 3, 2023
Motion was made to direct staff to review county boards and commissions as to whether any county employees serve on county boards and commissions and to conduct an audit of all county employees who are serving on outside non-profit agencies’ boards and advisory councils. Vote: Failed 2-5.

Motion was made to add to a future agenda of the Board to discuss county employees serving on county boards and commissions and the amendment of the Rules of Order to remove the provision which bans county employees from applying and being appointed to a county board or commission. MOU on grant application
Approved the Memorandum of Understanding concerning the grant application made by the City of Olathe through the 2023 Bureau of Justice Assistance Edward Byrne Memorial Justice Assistance Grant Program to include Johnson County as a party, together with the cities of Olathe, Overland Park, Lenexa and Shawnee. Vote: Passed 7-0.
Increase to expenditure authority for contracts
Authorized an increase to expenditure authority for term-and-supply contracts with ASI Signage Innovations and Star Signs LLC, for Exterior Building Signage, in the amount of $60,000 for a total contract value not to exceed $159,000 for the current term and the remaining renewal options. This contract has three remaining renewal options. Vote: Passed 7-0.
Extending requested deferment periods
Authorized the Wastewater General Manager to review and extend the current 2023 deferment extension requests one additional 5-year deferment period, if eligible, per the requirements of Charter Resolution No. 29-92. Vote: Passed 7-0.
Additional juvenile diversion officer
Approved an additional FTE juvenile diversion officer for the District Attorney’s Office. The position recently was awarded through a Kansas Department of Corrections grant. Vote: Passed 7-0.
Contracts for billing/notification & mailing/courier service
Authorized term-and-supply contracts with InfoSend, Inc., for billing and notification services, at an amount not to exceed $425,000, and with Lineage Mailing Services LLC for mailing/courier services, at an amount not to exceed $3,000, for a period of 12 months with the option to renew for four additional 12-month periods. The initial contract term is Aug. 1, 2023, to July 31, 2024. Vote: Passed 7-0.
Contract extensions for printing/mailing services
Authorized contract extensions with Mail Services, LLC and Lineage Mailing Services LLC (formerly Strahm Automation and Mailing Services) for printing and mailing services for a period from July 1, 2023, to Dec. 31, 2023, for an amount not to exceed $230,000. Vote: Passed 7-0.
Funding for wastewater improvements project
After a public hearing, authorized funds for the Blue River Main Wastewater Treatment Facility Phase 2 Improvements Project design-and-bid phase services in an amount not to exceed $1,863,400, increasing the total authorization to $2,665,500. Vote: Passed 7-0.
Contract addendum with Daupler
Authorized an exception to competition and approved a contract addendum with Daupler, Inc. adding incident response management system services to the web-based customer service portal for Johnson County Wastewater’s Private Infiltration and Inflow Source Removal Program for the first-year renewal with up to three remaining additional one-year renewal terms and increased the authorized total five-year amount of $348,150 to an amount not to exceed $903,100. Vote: Passed 5-2.

Allocation for ADA improvements at TIP

Wee Links Golf gets recognition
Owned by the Johnson County Parks and Recreations District, Wee Links golf course is a partnership with Tom Watson and Jeff Burey, two golf legends in the Midwest. Located at Heritage Park Golf Course in Olathe, the Wee Links golf course was featured on Golfdom.com on July 10. Wee Links is a six-hole, par 18 golf course on about an acre of land. There is hope that the concept with expand nationally in the future.

Report for major projects over $1 million and master plans is provided bimonthly and supplements the Public Building Commission’s biannual reports in February and August. The information contained in this report is through July 28, 2023.
Public Works completes 199th Street truck analysis on “Cut Through” Traffic
Public Works recently studied truck traffic on 199th Street between US 169, US 69, and State Line Road over three consecutive weekdays for a 10-hour period (each day). The intersections were observed to determine the number of trucks using 199th Street as a “cut-through” between the state systems (US 69 and US 169) and State Line Road. The amount of “cut through” truck traffic on 199th Street during the three-day/30-hour time period was small. As such, a “No Truck” ordinance (that typically exempts local truck traffic) would not have an impact and most likely would create confusion for the local trucks. Public Works does not recommend any changes to the postings on 199th Street and will continue with plans for road safety enhancements in the next 5 to 10 years.

Consider whether to approve and adopt Resolution No. 067-23 to authorize and direct the issuance, sale and delivery of Taxable General Obligation Internal Improvement Bonds, Series 2023B of Johnson County, Kansas for the purpose of providing funds to finance certain airport improvements in an aggregate principal amount to be determined but now estimated to be $5,110,000; providing for the levy and collection of an annual tax for the purpose of paying the principal of and interest on said bonds as they become due, and making certain covenants and agreements to provide for the payment and security thereof; and authorizing certain other documents and actions connected therewith. The Series 2023B bonds will be taxable.

Funding for water and wastewater projects
Consider authorizing the allocation of Coronavirus SLFRF received from the U.S. Department of the Treasury in the amount of $3,967,300 for the purpose of funding water and wastewater infrastructure projects at the New Century Commerce Center.
Funding for Community Health Worker program
Consider applying for and accepting funding in an amount not to exceed $702,601.91 from the Kansas Department of Health and Environment Workforce Development Program for the period between Dec. 1, 2023, and Nov. 30, 2027, to continue the Community Health Worker program that was established in 2021.
Contract for new air traffic control tower
RFP # 2023-001, Consider authorizing a term and supply contract with Burns and McDonnell for the siting, design, bidding and construction services for a new air traffic control tower at the New Century AirCenter in an amount not to exceed $600,200.
Purchase of a mobile command post
Consider authorizing an increase in CIP project authority for the Sheriff’s Mobile Command Post in an additional amount not to exceed $400,000 and authorize a contract with Farber Specialty Vehicles for the purchase of a mobile command post per Omnia cooperative contract #128867.
