Ownership of pump station

Funding for programs to enhance safety
Authorized the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $200,000 for the purpose of funding direct community investment programs to address keeping our families and communities safe.

$50,000 from General Fund Reserves (Countywide Support Fund) for one-time direct payment to the Arts Council of Johnson County for assistance in administering these programs.

Appointment of PBC secretary
Appointed Commissioner Jeff Meyers as the Public Building Commission secretary for 2023. Vote: Passed 7-0.

Manager’s Memo, County Manager Penny Postoak Ferguson
Update presented on major projects
County Manager Penny Postoak Ferguson presented the bimonthly report for major projects over $1 million and master plans through Jan. 27, 2023. The report supplements the Public Building Commission biannual reports in February and August. View a copy of the report.
Olathe plans hearing on proposed TIF
The City of Olathe will be conducting a public hearing on Tuesday, Feb. 7, to consider approving a property tax abatement project. The proposed project is to be financed with $15 million in industrial revenue bonds for acquiring, constructing, equipping and furnishing an approximate 21,000-square-foot facility to be located approximately at the northwest corner of Santa Fe Street and Kansas Avenue in Olathe. The applicant has requested a 10-year, 100% property tax abatement. View a notification of hearing.
Information workshop set for Executive Airport
A second public information workshop for the Johnson County Executive Airport’s ongoing Airport Land Use Compatibility Plan Update is scheduled from 6 to 8 p.m. Feb. 7 at the KCAC Aviation Hangar at the airport.

Consider authorizing a purchase from Dell Technologies for an additional Microsoft Office product subscription in an amount not to exceed $200,746.08 annually for a two-year agreement per IFB # 2022-010.
Funds for Integrated Plan Program
Resolution No. WD 23-001. Conduct a public hearing and consider authorizing planned annual funds for the Integrated Plan Program in the amount of $3,681,000, for a total program authorization amount of $12,017,000, and approve a contract amendment for $3,617,000 with HDR Engineering for a not-to-exceed contract amount of $11,708,000.
Funding for wastewater project
Resolution No. WD 23-002. Conduct a public hearing and consider authorizing funds for the design and construction phase of Johnson County Wastewater sanitary sewer relocation, adjustment, modification, and/or protections related to the Kansas Department of Transportation US-69 Express Modernization and Expansion Project in an amount not to exceed $1,886,500, and consider signatory delegation to the Johnson County Wastewater General Manager to sign and approve all supplemental agreements within the approved funding limit.
Grant for Senior Nutrition Program
Consider authorizing the Aging and Human Services Department through the Johnson County Area Agency on Aging to accept a grant from the Kansas Department for Aging and Disability Services (KDADS) for State Fiscal Recovery Funds in the amount of $107,249 for the Senior Nutrition Program in Johnson County; and authorizing the reallocation and expenditure of General Fund reserves in the amount of $107,249 for FY 2023 expenditures.
Reallocation of Senior Care Act funds
Consider authorizing the Aging and Human Services Department through the Johnson County Area Agency on Aging to accept a grant from the Kansas Department for Aging and Disability Services (KDADS) in the amount of $101,161.68 for one-time reallocation of Senior Care Act funds; and authorizing the reallocation and expenditure of General Fund reserves in the amount of $101,161.68 for FY 2023 expenditures
CIP amendment for Sheriff Training facility
Resolution No. 009-23. Consider adopting Resolution No. 009-23 to amend the Fiscal Year (FY) 2023-2027 Capital Improvement Program (CIP) to include the Sheriff Training Envelope Remediation capital project, located at 18505 W. 119th St, Olathe, Kansas, 66061 and authorize the reallocation of General Funds Reserves in the amount of $1,725,000.
