BOCC Agenda for Jan. 11, 2024
Appointment to Public Art Commission
Approved the appointment of Gail James – First District representative to the Public Art Commission through Dec. 31, 2025.
Contracts for on-call paving services
Authorized contracts with Hammons Asphalt Paving, Inc.; McConnell and Associates Corp.; Phillips Site Work, Inc.; and R&R Concrete KC Inc. for on-call paving services in an annual aggregate amount not to exceed $800,000. The term will be for a 1-year period with four additional 1-year renewal options, effective Jan. 1, 2024
Contract for elevator project at detention center
Authorized a contract with MEI Total Elevator Solutions for the Elevator Modernization #1 & #4 Project at the New Century Adult Detention Center, 27745 W. 159th St., in the amount of $631,342.
Consent Agenda Vote: Passed 7-0.
Plan & plat for building at Olathe I-35 Logistics Park
Approved City of Olathe applications for a revised preliminary and final site development plan for Building #4, Olathe I-35 Logistics Park, on approximately 75.9 acres and a final plat (I-35 Logistics Park Seventh Plat), on approximately 57.1 acres; located nearby the northwest corner of 159th Street and Clare Road, Olathe, and within one mile of the New Century AirCenter. Vote: Passed 7-0.
Vacation of street right-of-way
After a public hearing, adopted Resolution No. 003-24 to vacate the entire width and all of Birch Street right-of-way north of the cul-de-sac as described and shown in Exhibit A attached to the resolution. Vote: Passed 7-0.
Amendments to zoning and subdivision regulations
Adopted Resolution No. 005-24 amending the Johnson County Zoning and Subdivision Regulations for the purpose of updating the selected date for applying subdivision regulations to land within unincorporated Johnson County and to clarify and refine existing regulations. Vote: Passed 7-0.
Grant for election security
Authorized the Johnson County Election Office to accept a grant from the Kansas Secretary of State for complying with election security administrative regulations, to reimburse the county for 90% of approved costs, to authorize the reallocation and expenditure of General Fund reserves in an amount not to exceed $286,515 and to create a project account not to exceed $318,350. Vote: Passed 7-0.

2024 Johnson County Academy accepting applications
Johnson County Academy allows community-minded individuals to discover what makes our high quality of life possible through behind the scenes tours, hands-on activities and conversations with county elected officials and staff. Participants meet with county staff and elected officials, explore the county budget, learn about civic engagement/volunteer opportunities and tour various county facilities. Johnson County Academy is open to all Johnson County residents and county employees. The deadline for applications if Feb. 2. The academy will start on March 5. Questions regarding the academy can be sent to jocoacademy@jocogov.org. The application is available at jocogov.org/jocoacademy.
2023 Leadership in Action Awards go to 47 employees
We had 47 employees from across the organization selected by county leadership as 2023 Leadership in Action recipients for outstanding work performed. We award these annually to approximately the top 1% of our workforce. As we do each year, we will share their stories at BOCC meetings throughout the year and they will be recognized at the Employee Recognition event on Feb. 7.

Consider a request from Payne & Brockway, applicant, and Klaton Properties, LLC, landowners, for Preliminary and Final Plat approval for 8 lots on 81.9 acres, to be known at Moonlight Estates, on property zoned RUR, Rural District, located at 151st Street and Moonlight Road, in Section 6, Township 14, Range 23.
Funding for Landlord Incentive Pilot Program
Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $200,000 for the purpose of funding a second round of the Landlord Incentive Pilot Program.
Funding for Childcare Licensing Fees Program
Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $250,000 for the purpose of extending the Childcare Licensing Fees Program.
Funding for Eviction Mediation Pilot Program
Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $500,000 for the purpose of enhancing the Eviction Mediation Pilot Program.
Contracts for construction inspection services
RFP No. 2023-069. Consider authorizing term and supply contracts with multiple vendors for construction inspection services, in the annual aggregate amount not to exceed $750,000 for a period of 1 year with the option to renew four additional 1-year periods.
