BOCC Agenda for Jan. 25, 2024

Transfer of land to Olathe for fire protection services

Approved a petition signed by certain landowners requesting detachment of their land from the boundaries of Fire District No. 2 of Johnson County and the transfer of such land into the City of Olathe for fire protection services.

Contract for building project for Sheriff’s Office operations building

Authorized a contract with Pullman SST, Inc., for the Sheriff Operations Building Envelope Project at 27747 W. 159th St., New Century in the amount of $166,000.

Consent Agenda Vote: Passed 7-0.

Application for townhome development near New Century AirCenter

Approved the City of Gardner’s application for a final development plan and final plat for Flint Trails Townhomes, a 212-unit townhome development on approximately 28.86 acres, located north of 167th Street and east of White Drive, within one mile of New Century AirCenter. Vote: Passed 7-0.

Incorporating city of Spring Hill into Johnson County Fire District No. 2

After a public hearing, approved the City of Spring Hill's petition to include the entirety of the city within the Johnson County Fire District No. 2. Vote: Passed 7-0.

Contract for county’s banking services

Authorized term-and-supply contracts with U.S. Bank, for banking services, at a cost not to exceed $450,000, and Elavon, at a cost not to exceed $125,000 annually, for a 3-year initial contract term from April 1, 2024 to March 31, 2027 with an option to renew for two additional 2-year terms. Vote: Passed 7-0.

Board receives update on its strategic priorities

The Johnson County Board of County Commissioners establishes its strategic priorities for periods of two years. The board adopted its priorities for 2023-24 on April 20, 2023.

Property Tax Relief Program accepts applications

Johnson County’s Senior and Disabled Veteran Property Tax Relief Program is now accepting applications. The Board of County Commissioners approved a pilot program this year to offer up to $200 in property tax relief for seniors and disabled veterans who meet income requirements and other qualifications. The application window will be open until April 15. Residents can complete and submit an application form by mail, email or in person. More information about the program, including information on how to apply, is available on the county’s website.

CERI provides Economic Indicators for January 2024

The County Economic Research Institute has provided the January 2024 edition of the Economic Indicators for Johnson County. The unemployment rate for November 2023 is 2%, a slight decrease from a year ago. The numbers of single-family homes sold in November 2023 and year-to-date have decreased when compared to the same periods in 2022. The numbers of single-family building permits issued in November 2023 and year-to-date also have decreased from 2022. Total year-to-date retail sales through October 2023 have increased in the county.

Committee of the Whole on Jan. 25, 2024

The Board held a Committee of the Whole session to receive an overview of appointed county boards and commissions.

Motion was made to direct staff to implement the recommendations and to remove BOCC liaison for planning and zoning boards. Vote: Passed 7-0.

Appointment of a vice-chair

Consider Affirming the Chairman’s appointment of Commissioner Jeff Meyers as the vice-chair of the Board of County Commissioners.

Permit renewal for athletic training complex

Resolution No. 008-24. (Item remanded from 12/7/2023 BOCC mtg) Application No. E 23-310-CUP (AU). Consider a request from Polsinelli PC, applicant, and LC Town LLC, landowner, for a Conditional Use Permit (CUP) renewal for an athletic training complex (baseball and softball), located at 19220 Nall Avenue, on 9.8 acres, zoned RUR (Rural District).

Special permit for air monitoring station

Resolution No. 009-24. Application No. E 23-363-SP (OX). Consider a request from Kansas Department of Health and Environment, applicant, and landowner, Johnson County Park and Recreation District, for a Special Permit to allow the continued use of an air monitoring station and equipment, on a 40-foot x 40-foot lease area, on property zoned RN1, Residential Neighborhood 1 District, located in Heritage Park, at 159th Street and Widmer Street.

Purchase of fleet vehicles

Consider authorizing the purchase of various fleet vehicles and equipment from competitively solicited contracts in an amount not to exceed $5,478,956.

Appointment of PBC secretary

Consider appointing Commissioner Jeff Meyers as the Public Building Commission Secretary for 2024.

Appointment of PBC bond counsel

Consider approving and authorizing the appointment of Gilmore & Bell as Bond Counsel for Public Building Commission (PBC).

Bonds for new Human Services Building

Resolution No. PBC 001-24. Consider approving and adopting Resolution No. PBC 001-24 to authorize the issuance of revenue bonds in an amount not to exceed $113,454,000, plus the cost of issuance and related financing costs, for the purpose of constructing and equipping a new Health Services Building to be located within the Sunset Campus; to demolish the existing Health Services and Olathe Mental Health buildings; to authorize the execution of a cooperation agreement between Johnson County, Kansas (County) and the Public Building Commission; and providing for the giving of notice of said intention.

Contract to design new Human Services Building

Request for Proposal (RFP) 2022-049, Consider authorizing a contract with Finkle + Williams Architecture for Phase 2 Design Services for a New Health Services Building, in an amount not to exceed $7,290,300.
