BOCC Action for Jan. 26, 2023

Sale of surplus ambulance to JCCC

Declared a 2012 Ford F450 super duty ambulance from Johnson County MED-ACT as surplus personal property and authorized the sale to Johnson County Community College, in accordance with Johnson County Procedure 210.140 , for the negotiated sale price of $15,000. Vote: Passed 7-0.

Paving project at transit center

Authorizing a contract (IFB #2022-074) to CM Concrete, Inc., to replace deteriorated paving at the Murray L. Nolte Transit Center, 1701 W. 56 Highway, Olathe, in the amount not to exceed $291,820. Vote: Passed 7-0.

JCW Integrated Plan: Summary of Accomplishments

Tami Lorenzen, assistant chief engineer-Integrated Planning manager at Wastewater, summarized the importance of the department’s Integrated Plan and highlighted the 2022 accomplishments made by the program team. Susan Pekarek, general manager, assisted in the presentation. The summary listed accomplishments, including optimizing solutions to address basin capacity concerns, facility planning work for several key projects, staff augmentation, tools for tracking progress delivering the plan, public outreach efforts, successfully securing low-interest financing and work on the 5-year plan update. Wastewater is requesting additional funding and a contract amendment for the program. The request will be placed on the Board’s agenda on Feb. 9.

CERI Economic Indicators for January 2023

The January 2023 edition of the Economic Indicators for Johnson County has been provided by County Economic Research Institute (CERI). Citing trends through November 2022 from a year ago and year-to-date data, the report noted decreases in the county unemployment rate, number of single-family homes sold and total number of single-family building permits issued. Total retail sales for Johnson County increased from October 2021 to October 2022. View the full report data analysis and indicators.

On Sunday, Jan. 29, the state of Kansas turns 162 years old. Kansas became the 34th state in the United States on Jan. 29, 1861. New Century AirCenter workshop

A second public information workshop for the New Century AirCenter’s ongoing Airport Land Use Compatibility Update is scheduled from 6 to 8 p.m. Jan., at the Gardner Justice Center.

Committee of the Whole on Rules of Order

Motion was made to direct staff to place Rules of Order with changes and modifications approved by the Board during Committee of the Whole sessions on the Board’s action agenda for Feb. 2. Vote: Passed 7-0.

Consider affirming the Chairman’s appointment of Commissioner Shirley Allenbrand as the vice chair of the Board of County Commissioners.

Plats for Mount Auburn

Resolution No. 006-23. Application No. SE 22-261-PP/FP (AU). Phelps Engineering, applicant, and Investment Ventures, LLC, landowner, are requesting a Preliminary Plat, including a Minimum Infrastructure Waiver to not install dry sewers; and Final Plat for two (2) residential lots, to be known as Mount Auburn, Second Plat, on approximately 0.6 acre, on property zoned PRU-1B, Planned Residential Urban Single-Family 1B District, located at the southeast corner of 197th Terrace and Park Street, Section 5, Township 15, Range 25.

Rezoning for Estates at Shadow Run

Resolution No. 007-23. Application No’s. SE 22-264 REZ (AU) and SE 22-264-PP/FP (AU). Consider a request from Domino Acquisitions, LLC, applicant/landowner, for a rezoning of 30.2 acres from Rural District (RUR) to Planned Rural District (PRUR); a Preliminary Plat, including a Minimum Infrastructure Waiver to not install dry sewers; and a Final Plat for four (4) residential lots, located west of Mission Road and south of 183rd Street, to be known as Estates at Shadow Run, Section 33, Township 14, Range 25.

Final plat to revise lot

Application No. SE 22-267-FP (SP). Consider a request from Scott Confer, Phelps Engineering, Inc., applicant, on behalf of Justin Bell, landowner, for a Final Plat to revise Lot 2 of Newton Acres Second Plat, to be known as Lot 1 of Bell Farm, on 10 acres, on property zoned RUR, Rural District, located at 21378 Renner Road.

Funding for programs to enhance safety

Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $200,000 for the purpose of funding direct community investment programs to address keeping our families and communities safe.

Funding for programs in workforce development

Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $3,500,010 for the purpose of funding direct community investment programs to increase workforce development capacity within Johnson County.

Funding for programs to help small businesses

Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $2,073,520 for the purpose of funding direct community investment programs to address struggling creative small businesses within Johnson County, and the allocation of $50,000 from General Fund Reserves (Countywide Support Fund) for one-time direct payment to the Arts Council of Johnson County for assistance in administering these programs.

Ownership of pump station

Consider executing a Transfer Agreement with Blue Shawnee, LLC, transferring ownership of the Cedar Mill No. 4 pump station and force main to Johnson County.

Contract for ADA restroom modifications

Consider authorizing a contract with Kelly Construction Group, Inc., for the ADA Compliance Restroom Modifications for various Johnson County facilities in the amount not to exceed $323,566, utilizing the On-Call Construction Services Term and Supply Contract, RFP 2021-053.

Approval of BOCC Rules of Order

Consider approving the Board of County Commission Rules of Order.
