BOCC Agenda for July 18, 2024

Authorized publication of Fire District No 2’s proposed budget

(Sitting as the Fire District No. 2 Governing Board) (Continued from 6/27/2024 meeting.) Authorized the publication of a proposed budget for Johnson County Fire District No. 2 in the amount of $10,085,579 for fiscal year 2025, notifying the County Clerk of the proposed intent to exceed the revenue neutral rate, and setting a public hearing on the proposed budget at 9:30 a.m. Thursday, Aug. 22, 2024, in the Board Chambers. Vote: Passed 7-0.

Approved permit for private school

Approved a request from the Archdiocese of Kansas City in Kansas and St. John Paul II Parish, applicants, and Day3, LLC, landowner, for a conditional use permit to operate a private school, on 4.5 acres, on property zoned RN1, Residential Neighborhood 1 District, located at 16740 W. 175th St. Vote: Passed 7-0.

Submitted allocation to state department

Approved for submittal the 10th Judicial District’s Financial Enhancement allocation in the amount of $460,558.24 to the Kansas Department of Corrections and authorized the associated positions, contracts and client services. Vote: Passed 7-0.

Contract increase for preparing and delivering meals

Authorized an increase in expenditure authority and amendment to the services agreement with Hy-Vee to provide meal preparation and delivery for the Adolescent Center for Treatment, the respite unit at Youth and Family Services, the Crisis Recover Center, the Youth Crisis Stabilization Center, the Adult Crisis Stabilization Center and Adult Detox Unit in an amount not to exceed $475,000 annually for a period of one year with the option to renew for three additional 1-year periods. Vote: Passed 7-0.

CERI releases Economic Indicators for June 2024

The June 2024 edition of the Economic Indicators for Johnson County has been provided by County Economic Research Institute. The unemployment rate for April 2024 is 2.6%, a 0.1% increase from a year ago. The number of single-family homes sold in April 2024 has increased by 39%, but the year-to-date number of single-family homes sold in 2024 has decreased by 1.5%. The total number of single-family building permits issued in April 2024 and the year-to-date number of permits have increased by 43%. CERI reports total year-to-date retail sales for Johnson County were $4.72 billion as of March 2024, compared to $4.79 billion, a 1% decrease since March 2023.

Team JoCo finishes ninth in 2024 Kansas City Corporate Challenge

The 2024 Kansas City Corporate Challenge came to a close at the end of June. Johnson County competed for the second time since 2012, and Team JoCo finished the season in ninth place for Division A companies. Approximately 300 staff members representing 22 different county departments participated in 28 events for Team JoCo. As KCCC wraps up, Johnson County Park and Recreation District is holding a silent auction, where you can bid for items online – such as travel packages, jewelry and more. The auction will be open until the end of the Closing Celebration on July 18. Kudos to all our Team JoCo participants.

County receives seven NACo Achievement Awards

We were pleased to receive seven 2024 NACo (National Association of Counties) Achievement Awards. Since 1970, NACo Achievement Awards have recognized outstanding county government programs and services with awards in 18 categories. On July 14 at the annual NACo conference, Commissioner Jeff Meyers, County Manager Penny Postoak Ferguson and Assistant County Manager Joe Connor accepted these awards on behalf of the county. Below are the Johnson County programs that received an award this year.

  • Two awards: Johnson County Wastewater's Career Progression Program to help with retention and recruitment by creating paths for career growth in the department and Wastewater’s #ForTheW Campaign.
  • MED-ACT First Aid and CPR for Older Patients class designed to teach general safety tips and hands only CPR to those 55+. There is also a focus on fall prevention.
  • TTV Happy or Not Survey Tool Implementation using digital survey tool to collect real-time data for public interactions with TTV staff, including transactions and customer service email responses.
  • Corrections Problem Solving Beds at Johnson County's Adult Residential Center providing non-custodial bed designed as a short-term solution for justice involved individuals experiencing homelessness or housing insecurity.
  • Planning, Housing and Community Development’s Landlord Incentive Pilot Program aimed to recruit private Johnson County landlords to accept families with Housing Choice Vouchers.
  • Mental Health Parent Support Programming that provides crucial assistance to caregivers and families throughout their treatment journey, enabling clients to achieve their goals.

Financial Reports and Audits

The Board received presentations on 2023 Financial Statement, 2023 Annual Comprehensive Financial Report and Local Fiscal Recovery Fund - Funding and Expense Report from Becky Jones, deputy director of Financial Management & Administration.

Chester Moyer with Rubin Brown provided a 2023 Financial Statement Audit - required communications report.

Committee of the Whole on July 18, 2024

The BOCC met as a Committee of the Whole for a presentation on the Homeless Services Center Assignment Agreement and Renovation Cost Review.

Motion was made to direct staff to bring back to the BOCC on July 25, 2024, the assignment agreement with reStart, Inc. with a deed restriction of 10 years regarding the future operation and management of the Homeless Services Center. Vote: Passed 6-1.

Motion was made to direct staff to bring back to the BOCC on July 25, 2024 the utilization of up to $3.7 million of CSF funding for Homeless Services Center renovations and to amend revisions to the assignment agreement to remove HUD funding. Vote: Passed 5-2.

Consider approving the reappointments of Emily Vietti to the Public Art Commission through Dec. 31, 2026; Donna Davis to the Museum Advisory Council through May 7, 2027; and Logan Heley to the Transportation Council through Aug. 31, 2026. All are Fourth District representatives.

Fifth District appointment & reappointment

Consider approving or ratifying the reappointments of Jean Hughes to the Museum Advisory Council through May 7, 2025; James Green to the Transportation Council through Aug. 31, 2027; Leonard Nick to the Investment Review Group through Dec. 31, 2025; and Donald E. Sullivan to the Investment Review Group through June 22, 2026.  All are either Seventh District or Chairman representatives.

Requests for deferment extensions

Consider authorizing the Wastewater General Manager to review and extend the current 2024 deferment extension requests for one additional 5-year deferment period, if eligible, per the requirements of Charter Resolution No. 29-92.

Request for an accessory building

Resolution No. 046-24. Application No. 24-390-ABUP (OL). Consider a request from Robert and Jessica Tipton, applicants and landowners, for an accessory building use permit to allow an accessory building located in the front yard, on 1.84 acres, on property zoned RN1, Residential Neighborhood 1 District, located at 25251 W. 131St St., in Section 29, Township 13, Range 23.

Plats for four residential lots

Application No. W 24-379-PP and W 24-380-FP (MC). Consider a request from Don and Sandra Eidemiller, applicant and landowners, for a preliminary and final plat for four residential lots (Edgewater Estates Second Plat), on 58.4 acres, on property zoned RUR, Rural District, located nearby the northwest corner of 183rd Street and Edgerton Road.

Construction phase funding for wastewater project

Resolution No. WD 24-021. Conduct a public hearing and consider authorizing funds for the construction phase of the Douglas L. Smith Middle Basin Wastewater Treatment Facility Influent Screening, Disinfection, and Plant Effluent Water Improvements Project (IMB1-Contract 37) in an amount not to exceed $14,963,869, increasing the total project authorization to $16,743,854.

Contract for wastewater project

Invitation for Bid (IFB) No. 2024-001. Consider authorizing a contract with Crossland Heavy Contractors, Inc. to construct the Douglas L. Smith Middle Basin Wastewater Treatment Facility Influent Screening, Disinfection, and Plant Effluent Water Improvements Project (IMB1-Contract 37) in an amount not to exceed $11,062,582.

Allocation of Juvenile Behavioral Health Grant

Consider approving the 10th Judicial District’s Juvenile Behavioral Health Grant allocation in the amount of $127,944 from the Kansas Department of Corrections and authorizing the associated contracts and client services.

Contract increase authority to purchase gas and diesel fuel

Consider authorizing a contract increase to expenditure authority in the amount of $1 million to contract with multiple firms for the purchase of bulk gasoline and diesel fuel and delivery, in the aggregate amount not to exceed $5,350,000 for the initial 3-year term ending Nov. 15, 2024, per City of Olathe Cooperative Bid IFB-21- 0148.
