BOCC Action for March 16, 2023

Proposed condemnation for road project

Approved Resolution No. 018-23 and authorized the acquisition, by condemnation, of the rights-of-way and easements, necessary for the 103rd Street, Evening Star Road to K-10 road improvement project and authorized the Chairman of the Board to enter into an agreement with the City of De Soto to reimburse the county for all expenses related to the acquisitions. Vote: Passed 5-2.

Contract amendment for construction services

Authorized a contract amendment with McCarthy Building Companies, Inc., for Guaranteed Maximum Price Amendment Number 4 – Equipment Purchase and Initial Facility Demolition and Modifications, for Construction Manager at Risk construction phase services for the Nelson Wastewater Treatment Facility Improvements project (NEL-C001) in the amount of $52,898,607 for a total construction phase services authorization in an amount not to exceed $76,540,815; and authorized a contract amendment with Black & Veatch Corporation for Guaranteed Maximum Price Amendment Number 4 engineering construction phase services, in the amount of $3,052,500, for a total engineering authorization in an amount not to exceed $42,819,100. Vote: Passed 7-0.

Amending BOCC’s meeting calendar

Approved Resolution No. 020-23. to amend the official meeting calendar for the Board of County Commissioners by adding Sept. 21 to the list of no meeting for 2023. Vote: Passed 7-0.

Johnson County Library partnership for Memory Lab

As a special 50th anniversary project, the Johnson County Genealogical Society in cooperation with the Johnson County Library is establishing the Do-It-Yourself Memory Lab for library patrons beginning April 3. The society is providing the equipment to digitize photos, negatives, slides, movies and documents and to transfer them to digital formats. The scanning equipment is housed and can be used in the genealogy area of the Central Resource Library. The project is funded by the Johnson County Library Foundation. Appointments are required and can be made online. No drop-ins will be allowed. Volunteers will be available to assist Memory Lab users. Public Information Workshop set on Sunflower Area Plan

The Planning Commission is updating the area plan that surrounds the former Sunflower Army Ammunition Plant due to the recent annexation of this area by the City of De Soto. A Public Information Workshop for this plan update is scheduled from 6 to 8 p.m. Tuesday, March 21, at the TimberRidge Adventure Center. A flyer with additional information is attached here.

Olathe schedules hearing on proposed Garmin project

The City of Olathe will be conducting a public hearing on Tuesday, March 21 , to consider approving a property tax abatement project. The proposed project is to be financed with $257,000,000 in industrial revenue bonds for acquiring, constructing, equipping and furnishing an approximate 320,000 sq. ft. industrial facility to be located approximately at the northwest corner of 167th St. and 169 Hwy. in Olathe. The applicant has requested a 10-year, 50% property tax abatement.

Edgerton plans hearing on requested property tax abatement

The City of Edgerton will be conducting a public hearing on Thursday, March 23, to consider approving a property tax abatement project. The proposed project is to be financed with $80,000,000 in industrial revenue bonds for acquiring, constructing, equipping and furnishing an approximate 1,006,016 sq. ft. warehouse, distribution or manufacturing facility to be located approximately at 30500 and 30700 W. 183rd St. in Edgerton. The applicant has requested a 10-year, 100% property tax abatement.

Resolution No. 021-23. Application No. SW 23-270-FDP (GA). Consider a request from Ryan Kubert, Olsson Engineering, on behalf of Mike Schlup, Carson Development, for a Final Development Plan for a new airplane hangar, on 2.49 acres, on property zoned PEC3, Planned Light Industrial Park District, located on the west side of 159th Street and North Loop Road at the New Century AirCenter.

Resolution No. 025-23. Consider City of Gardner Application, SP-22-02, Site Plan for New Trails Convenience Store and Gas Station; located on the southwest corner of 175th Street and New Trails Parkway, Gardner; and located within one mile of the New Century AirCenter.

Revised plans for Coca-Cola project

Resolution No. 019-23. Consider City of Olathe Application No’s. PP22-0002, PR22- 0035, PAR22-0081, and FP23-001, a Revised Preliminary Development Plan, Revised Preliminary Plat, Final Development Plan, and Final Plat for the proposed development of Project Acura – Heartland Coca-Cola Bottling Facility on 116.9 acres, located south of 167th Street and west of Hedge Lane, within one mile of New Century AirCenter.

Final plat for apartments

Resolution No. 022-23. Consider City of Gardner Application No’s. FDP-22-08 and FP22-12 a Final Development Plan, and Final Plat for Tallgrass Apartments Phase 3, containing five apartment buildings with 80 dwelling units on 6.06 acres, located north of 167th Street and east of White Drive, within one mile of New Century AirCenter.

Contract for road overlays

IFB #2023-009. Consider authorizing a contract with Superior Bowen Asphalt Company, LLC for 15.3 miles of overlays at various locations in unincorporated Johnson County, in an amount not to exceed $2,601,321.26.

Contract for custodial services

Request for Proposal (RFP) # 2022-076, Consider authorizing a contract with Woodley Building Maintenance, for contract custodial services, at a cost not to exceed $3,216,808 for a period of two years with the option to renew for three additional one-year periods.

Contract extension for custodial services

Consider authorizing a two-month contract extension with Crystal Clear Enterprise, Inc. for countywide custodial services in the amount not to exceed $200,000 per RFP 2017-069.
