Board of County Commissioners Meeting Recap: May 16, 2024

The Board of County Commissioners met on Thursday, May 16 in the Hearing Room at the Johnson County Administration Building.

Commissioner Becky Fast was absent.

The Board issued a proclamation recognizing the 10th graduating class and the 100th program graduate of Project SEARCH.

BOCC Agenda for May 16, 2024

SRO for Spring Hill School District

Approved an immediate action request to add one deputy sheriff FTE for the Sheriff’s Office for the purpose of providing an additional School Resource Officer for the Spring Hill School District and authorized the reallocation and expenditure of fund balance (reserves) for FY 2024 in an amount not to exceed $45,558.

Motion was made to move two items (patrol deputy and HOME agreement) from consent to action agenda. Consent Agenda Vote: Passed 6-0.

Patrol deputy for De Soto

Approved an immediate action request to add one deputy sheriff FTE for the Sheriff’s Office for the purpose of providing an additional dedicated patrol deputy for the City of De Soto, authorized an amendment to the agreement to add the additional staff and authorized the reallocation and expenditure of fund balance (reserves) for FY 2024 in an amount not to exceed $89,854. Vote: Passed 6-0.

Subordination agreement for HOME mortgage

Authorized a subordination agreement for the HOME mortgage regarding the Prairiebrooke Townhomes development in Gardner. Vote: Passed 5-1.

Agreement for storm sewer inspection project

Authorized an agreement for a storm sewer inspection project with the City of Olathe at a cost to the Johnson County Stormwater Management Program of $99,174. Vote: Passed 6-0.

Funding and agreement for wastewater infrastructure improvement projects

After a public hearing, authorized funds for Johnson County Wastewater infrastructure improvement projects in an amount not to exceed $1,583,979.49 and an agreement with the City of Overland Park for Johnson County Wastewater to reimburse the city for the sanitary sewer relocations and upgrades required by the 101st and Connell to Knox Street Stormwater Improvement Project. Vote: Passed 6-0.

Grant for buying medical supplies and equipment

Accepted a grant from the Kansas Department of Health and Environment in the amount of $225,883.88 for the purpose of purchasing medical supplies and equipment for the Sheriff’s Office and authorized the reallocation and expenditures of fund balance (reserves) in the same amount. Vote: Passed 6-0.

Planners review Johnson County Rural Comprehensive Plan

A yearly review of the Johnson County Rural Comprehensive Plan, adopted June 3, 2004, is required by Kansas statutes to determine if the plan remains current and that no portion of it has become obsolete. On April 24, 2024, the Johnson County Planning Commission completed its 2024 review of the plan and determined that it remains current and is not obsolete, particularly the plan’s recommended goals, policies and action steps, and forwarded these findings in accompanying attachment to the Board.

Johnson County plans third annual Juneteenth celebration

Johnson County Government will have its third annual Juneteenth celebration from 4:30 to 6:30 p.m. June 19 at the Lenexa Civic Campus Commons (17101 W. 87th St, Lenexa). The program will include keynote speaker Glenn North, emcee Steve Arledge, live music from the Louis Neal Big Band with vocalist Lisa Henry, comments and proclamation from Board of County Commissioners Chairman Mike Kelly and more. County employees graduate from leadership classes

Each year, many of our area chambers of commerce hold leadership classes where participants get in-depth information on the school districts, local governments, nonprofits, health care systems and other organizations in their communities. All classes annually come together a few times, including County Government Day where we have the opportunity to showcase our programs and services. In 2024, 10 Johnson County Government employees participated in a chamber of commerce leadership program and graduate from their programs in May/June. They were:

Quarterly report lists procurement contracts

On Dec. 7, 2023, the Board of County Commissioners approved purchasing policies that increased the threshold limit requiring board authority of purchases from $100,000 to $150,000. This change went into effect Jan. 1, 2024. At the December 7th business session, a motion was made and approved by the board requesting a quarterly procurement report be provided to the BOCC for all contracts that were approved administratively within the updated procurement guidelines. Attached is a list of the four contracts procured from Jan. 1, 2024 through March 31, 2024.

JoCo Academy celebrates spring 2024 graduation

This past Tuesday evening (May 14) was the 11th weekly session of the Spring 2024 JoCo Academy, which included the graduation of 27 members. The academy involved the participation of more than 50 staff members throughout 30 presentations and six guided tours. Johnson County Commissioners were able to interact with the participants before the final presentation, which ended with the handing out of certificates of achievement.

Items on the Agenda for May 23, 2024

Rezoning, site plan for B Street Collision Center

Resolution No. 041-24. Consider City of Olathe Application No. RZ23-0008, for a rezoning and a preliminary site development plan for B Street Collision Center, on approximately 3.43 acres, located nearby the northeast corner of 151st Street and Pflumm Road, Olathe, and within one mile of Johnson County Executive Airport.

Update to development plan for Commerce Center

Consider approving an update to the Master Development Plan with VanTrust Real Estate for the New Century Commerce Center and to authorize the initial subphase of Phases II and III of the Infrastructure Development Plan, to be financed by previously authorized ARPA funds in the approximate amount of $2.6 million and by the issuance of General Obligation (GO) bonds in the approximate amount of $4 million.

Infrastructure improvements for Commerce Center

Resolution No. 037-24. Application No. W 24-371-FDP (GA). Consider a request from VanTrust Real Estate Development, LLC, applicant, and Johnson County, landowner, for a Final Development Plan for Phase 2 infrastructure improvements, for the New Century Commerce Center, East Area Plan, zoned PEC-LP, Logistics Park District, located in the vicinity of 167th Street and Clare Road.

Enlargement of sewer district

Resolution No. WD 24-017. Conduct a public hearing and consider approving an enlargement to the Consolidated Main Sewer District for a tract of land at the Northwest corner of 167th Street and Industrial Bypass known as the New Century Commerce Center Phase 2.

Declaring land as surplus property

Resolution No. 042-24. After conducting a public hearing, consider approving and adopting Resolution No. 042-24, declaring a certain tract of county-owned land as surplus and authorizing its disposition. The declaration and disposition of surplus property requires the unanimous approval of the BOCC.

Disposition of former Lackman Library

Consider the approval and ratification of the disposition of the former Lackman Library branch property by the Board of Directors of the Johnson County Library, pursuant to the contract with XEC Holding LLC (buyer) for the amount of $2,050,000 as required by K.S.A. 12-1223.
