Board of County Commissioners Meeting Recap: May 18, 2023
The Board of County Commissioners met on Thursday, May 18 in the Hearing Room at the Johnson County Administration Building.
Chairman Mike Kelly was absent from the meeting. He was present at the afternoon Committee of the Whole session on the proposed FY 2024 Budget.
The Board proclaimed May 21-27 as National EMS Week and May as Building Safety Month.

BOCC Action for May 18, 2023
Contract to reconstruct taxiway
Authorized a contract with Superior Bowen Asphalt Co, for the reconstruction of Taxiway F at the Johnson County Executive Airport in an amount not to exceed $541,904. Vote: Passed 6-0.
Contract to build airfield electrical vault
Authorized a contract (IFB # 2023-005) with Capital Electric Construction Co., Inc. for the construction of an airfield electrical vault at the Johnson County Executive Airport in an amount not to exceed $347,326. Vote: Passed 6-0.
RFP for inmate commissary and other services
Tabled until May 25 and to conduct a protest hearing on that date. Request for Proposal (RFP) 2022-084 Inmate Commissary, Tablet/Video Visitation and Phone Services. Consider authorizing contracts with Summit Food Service, LLC for commissary services; and Smart Communications Holding, Inc., for tablet/video visitation services and phone services at no cost to the County, each for a period of three years with two optional one-year terms. Item had been tabled from May 4 to May 18. Vote: Passed 6-0.
Funding for wastewater project
After a public hearing, authorized funds (Resolution No. WD 23-008) in an amount not to exceed $181,000 for the design and bid phase services for the Brush Creek Sanitary Sewer Relocation and Capacity Upgrade Project and approved an agreement with the City of Prairie Village for Johnson County Wastewater to reimburse the city for these services. Vote: Passed 6-0.

The Board met as a Committee of the Whole to receive a proposed FY 2024 Budget overview by County Manager Penny Postoak Ferguson and representatives from Budget and Financial Planning. View the PowerPoint presentation.

Spring JoCo Academy graduates 38 members
This past Tuesday evening was the 11th weekly session of the 2023 Spring JoCo Academy which included the graduation of 38 members. This academy involved the participation of 51 staff members throughout 31 presentations and six guided tours which included the Emergency Operations Center, Juvenile Detention Center, Medical Examiner’s Facility, County Communications Center, Adult Detention at New Century and the Tomahawk Wastewater Treatment Facility. Johnson County Commissioners were able to interact with their district participants before the final presentation, which ended with the handing out of certificates of achievement. Thank you to staff from all participating departments, agencies and offices for taking the time to make this academy successful.
Project SEARCH program has nine grads
On Saturday, May 20, nine residents will graduate from the Project SEARCH program administered by JCDS. Project SEARCH is a one-year transition-to-work program that provides work training and education for adults with disabilities. The program is a collaboration between JCCC, Johnson County Government, Workforce Partnership, Vocational Rehabilitation and other area businesses. Interns rotate through various internships in a workplace setting, developing skills and gaining experience in a range of jobs. After graduation, graduates will seek competitive jobs in the community. Since its first year in Johnson County, 98 people have graduated from JCDS Project SEARCH sites.

Approval of final development plan
Resolution No. 036-23. Application No. SW 23-283-FDP (GA). Consider a request from Patrick Gaither, Atlantic AE on behalf of Amazon, applicant, and Johnson County Airport, landowner, requesting a revised final development plan for parking lot revisions and installation of a water tank and pumphouse on property zoned PEC-3, Planned Research, Development and Light Industrial Park District, located at 27200 W 157th Street.
Prohibiting truck traffic on Gardner Road
Resolution No. 039-23. Consider adopting a resolution to prohibit truck traffic on Gardner Road from 199th Street to 215th Street.
