Board plans CoW regarding future of Kuhlman site
Motion was made to schedule a Board’s Committee of a Whole session on June 13 regarding the future of the former Kuhlman Diecast plant in south Overland Park and possible further remediation of the site. Vote: Passed 7-0.

Appointments to Tenth Judicial District Nominating Commission
Approved the appointments to the Tenth Judicial District Nominating Commission: First District representative Stephene Moore, Fourth District representative Janine L Estrada-Lopez and Fifth District representative Damon Stelting. All will serve through 03-06-2028.
Appointment to Park and Recreation Commission
Approved the appointment of Jared Coleman as the Third District representative to the Park and Recreation Commission through Jan. 31, 2027.
Appointments to various boards
Ratified the Chairman’s appointments of Brian Huff (school superintendent representative) to the Criminal Justice Advisory Council through Oct. 2, 2024; Farris Muhammad to the Diversity, Equity and Inclusion Coalition through Oct. 31, 2026; Michael (Mike) Talboy to the Transportation Council through Aug. 31, 2026; and Anna Sahli to the REACH Board through May 31, 2027.
Contract for bridge replacement
Authorized a contract with HDR Engineering, Inc. for the survey and design to replace the 207th Street bridge 0.2 miles east of Cedar Niles Road, at a cost not to exceed $249,986.
Agreement to replace culvert
Approved an agreement with the City of Gardner for the replacement of a culvert on Four Corners Road 0.41 miles north of 175th Street.

Final development plan for use of business
Approved a request from Todd Hill, MHS Properties, LLC, applicant and landowner, for a final development plan for a teaching or instructional use on property zoned PRB2, Planned Residential Neighborhood Retail Business District and located at 20059 Metcalf Ave. Vote: Passed 7-0.
Replat of lot for Adams Farm Estates
Approved a request from Scott and Kelli Adam, landowners, for a final plat for Adams Farm Estates, 2nd Plat, a replat of Lot 11, located near the southwest corner of 199th Street and Antioch Road. Vote: Passed 7-0.
Contract for road safety improvements
Authorized a contract with Renaissance Infrastructure Consulting for the survey and design of safety improvements for 199th Street from Renner Road to Antioch Road at a cost not to exceed $929,535. Vote: Passed 7-0.

Budget Open Houses
Budget open houses offer the public the opportunity to explore the details of the proposed budget, ask questions, and provide feedback. New in 2023, we provided two open houses. This year, we have broadened that to five opportunities. The public is invited to attend budget open houses on June 3 at the Central Resource Library, 9875 West 87th St., Overland Park, and on June 10 at the Monticello Library, 22435 West 66th St., Shawnee. Both dates feature two opportunities (10 a.m. to noon and 5 to 7 p.m.) Budget information will also be available at the county’s Juneteenth event (June 19, 4:30 to 6:30 p.m. at the Lenexa Civic Campus Commons, 17101 W. 87th St.).
Gardner plans hearing on tax abatement, bonds for multifamily apartments
The City of Gardner will be conducting a public hearing at 7 p.m. Monday, June 3, to consider a property tax abatement project. The proposed project is to be financed with $29 million in industrial revenue bonds for acquiring, constructing and equipping a multifamily apartment project of approximately 162 units, including land, buildings, improvements and equipment to be generally located at the southeast corner of 175th Street and Interstate 35. The applicant has requested a 10-year, 75% property tax abatement.
Olathe considers tax abatement, bonds for industrial and warehouse facilities
The City of Olathe will be conducting a public hearing at 7 p.m. Tuesday, June 4, to consider a property tax abatement project. The proposed project is to be financed with $19,375,000 in industrial revenue bonds for acquiring, purchasing, constructing, installing and equipping 75,000 square feet of industrial and warehouse facilities to be generally located on 12 acres at 607 E. Old 56 Highway. The applicant has requested a 10-year, 50% property tax abatement.

Contract for services for Health Services Building project
Consider authorizing a contract with BranchPattern, Inc. for commissioning services for the Health Services Building project for an amount not to exceed $358,800.
Motion was made to table the request for two weeks and place on the PBC agenda for June 13. Vote: Failed 2-5.

Executive Session on May 30, 2024
After meeting in executive session, the board approved a motion to authorize the Chief Counsel to file a civil lawsuit on behalf of the County to recover the payment of educational reimbursement expenses that were paid by the County to a former employee. Vote: Passed 7-0.
Committee of the Whole Meeting on May 30, 2024
Board met as a Committee of the Whole for departmental budget discussion on public safety and judiciary, including the Sheriff, Emergency Services, Corrections, District Attorney and District Courts.
