BOCC Agenda for May 9, 2024
Appointments to Library Board
Approved the appointments of Jennifer Hrabe, Sixth District representative, and Chrysalyn Huff, Seventh District representative, to the Library Board through April 30, 2028. Consent Agenda Vote: Passed 6-0.
Contract for bad debt collection services
Authorized a contract with Account Resolution Corporation for bad debt collection services in an amount not to exceed $350,000 for a period of one year with the option to renew for four additional 1-year periods. Vote: Passed 6-0.
Contracts for on-call electrical services
Authorized contracts with Alpha Energy and Electric Inc., Core Electric, P1 Service Inc., Teague Electric Construction Inc. and Vazquez Commercial Contracting, LLC for on-call electrical services in an amount not to exceed $600,000. The term will be for a 1-year period with four additional 1-year renewal options. Vote: Passed 6-0.
Funding for video courts capital project
Approved and authorized an increase of $2,250,000 for the New Century Adult Detention Center remodel for video courts capital project bringing the new total project authorization to an amount not to exceed $3,250,000 for design and construction services. Vote: Passed 6-0.
Funding for remodel of wastewater suite
Adopted Resolution No. 039-24 to amend the Fiscal Year (FY) 2024-2028 Capital Improvement Program to include the Sunset Drive Office Building Wastewater Suite Remodel capital project and to authorize the use of Wastewater SRCFP (Sewer Repair and Construction Finance Plan) fund reserves in an amount not to exceed $2,200,000. Vote: Passed 6-0.

County celebrates Public Service Recognition Week
This week, May 5-11, is Public Service Recognition Week. It is the opportunity to honor people who serve as federal, state, county, local and tribal government employees. I would like to recognize all employees of Johnson County for their dedication and commitment to public service.
Nonprofit to receive PPE surplus
The Facility Operations Division director has been collaborating with the Department of Emergency Services and the Financial Management and Administration to address the disposal of expired Personal Protective Equipment (PPE) stored in the warehouse. These items, including gowns, nitrile gloves and N95 surgical masks, had been stockpiled for several years. After an attempt to sell the excess quantities through the GovDeals website proved unsuccessful, and a portion of the inventory subsequently passed its expiration date, a new course of action was required. The decision was made to donate the unexpired, usable PPE to Matter 360, a nonprofit organization dedicated to repurposing medical equipment and supplies. This approach aligns with the county's commitment to reducing landfill waste and promoting environmental sustainability.
Shawnee plans hearing to amend 2023 resolution for industrial project
The City of Shawnee will be conducting a public hearing at 6 p.m. Monday, May 13, to consider amending Resolution No. 2011, adopted by the city on July 10, 2023, and consider a property tax abatement project. The proposed amendment increases the expected cost of the project and secures a separate abatement on each of the buildings. The proposed project is to be financed with $5,250,000 in industrial revenue bonds for acquiring, constructing, equipping and furnishing a flex/industrial building at approximately 33,300 square feet to be generally located at 18760 Johnson Drive within Shawnee. The applicant has requested a 10-year, 55% property tax abatement.
Hearing set on bonds, tax abatement for Shawnee project
The City of Shawnee will be conducting a public hearing at 6 p.m. Monday, May 13, to consider a new property tax abatement project. The proposed project is to be financed with $4 million in industrial revenue bonds for acquiring, constructing, equipping and furnishing a flex/industrial building at approximately 20,000 square feet to be generally located at 18740 Johnson Drive within Shawnee. The applicant has requested a 10-year, 55% property tax abatement.

Contract amendment for new Olathe MED-ACT Station
Authorized a contract amendment to the contract with Turner Construction Company as construction manager as constructor for the new Olathe MED-ACT Station 1156 for an amount not to exceed $500,000 for a revised contract amount of $522,000 for early procurement of electrical items. Vote: Passed 4-2.

Contract for Health Services Building project

Consider approving an immediate action request to add one deputy sheriff FTE for the Sheriff’s Office for the purpose of providing an additional School Resource Officer for the Spring Hill School District and authorize the reallocation and expenditure of fund balance (reserves) for FY 2024 in an amount not to exceed $45,558.
Patrol deputy for De Soto
Consider approving an immediate action request to add one deputy sheriff FTE for the Sheriff’s Office for the purpose of providing an additional dedicated patrol deputy for the City of De Soto, authorize an amendment to the agreement to add the additional staff and authorize the reallocation and expenditure of fund balance (reserves) for FY 2024 in an amount not to exceed $89,854.
Agreement for storm sewer inspection project
Consider authorizing an agreement for a storm sewer inspection project with the City of Olathe at a cost to the Johnson County Stormwater Management Program of $99,174.
Funding and agreement for wastewater infrastructure improvement projects
Resolution No. WD 24-015. Conduct a public hearing and consider authorizing funds for Johnson County Wastewater infrastructure improvement projects in an amount not to exceed $1,583,979.49 and consider entering into an agreement with the City of Overland Park for Johnson County Wastewater to reimburse the City for the sanitary sewer relocations and upgrades required by the 101st and Connell to Knox Street Stormwater Improvement Project.
Subordination agreement for HOME mortgage
Consider authorizing a subordination agreement for the HOME mortgage regarding the Prairiebrooke Townhomes development in Gardner.
Grant for buying medical supplies and equipment
Consider accepting a grant from the Kansas Department of Health and Environment in the amount of $199,933.88 for the purpose of purchasing medical supplies and equipment for the Sheriff’s Office and authorize the reallocation and expenditures of fund balance (reserves) in the same amount.
