Contract for sewage grinder pumps
Approved an exception to competition under Administrative Purchasing Procedure No. 110.180 A.16, and authorized a contract with Haynes Equipment Company, Inc. for the procurement and maintenance of the Environment One (E/One) sewage grinder pumps for Johnson County Wastewater for an annual not to exceed amount of $250,000. The contract period for this award is for one year with an option to renew for four additional one-year periods.

2023 Action Plan for housing, community development activities
After a public hearing, approved Resolution No. 045-22 to adopt the 2023 Action Plan as recommended on Aug. 17, 2022, by the Housing and Community Development Advisory Committee and authorized the county manager to perform certain tasks, including submission of the plan to the U.S. Department of Housing and Urban Development and to take other actions necessary to implement the plan. The 2023 Action Plan has an estimated funding amount of $2,663,978 consisting of an estimated $1,354,000 in Community Development Block Grant and $1,309,978 in Home Investment Partnerships funds for housing and community development activities.

Contract for rail maintenance
Approved Resolution No. 088-22. IFB # 2022-075 and authorized a contract with T.L. Authorized the Medical Examiner’s Office to convert three 0.5 part-time Medicolegal Death Investigator I positions to three full-time equivalent (FTE) Medicolegal Death Investigator I positions and add three additional FTE Medicolegal Death Investigator positions, for a total of six full-time FTE positions, and authorized the early start for these positions for FY 2022 at a minimal cost in FY 2022 and $395,500 in FY 2023, to be funded by Public Health reserves for FY 2022 and FY 2023.

Approved an exception to competition pursuant to Purchasing Policy and Procedures #110.180 and authorized an agreement for software, hardware and technical support services to be provided by Motorola Solutions for Johnson County’s radio system within the scope of a six-year contract at a cost not to exceed $10,242,432, payable in annual escalating installments per the pricing summary on page 3-1 of the Motorola Solutions Proposal of Services; authorized the reallocation of General Fund Reserves in a maximum amount not to exceed $5.4 million over the life of the contract; authorized the annual transfer from the General Fund reserves in an amount not to exceed $900,000 to the 911 Fund beginning with Fiscal Year 2023; and authorized the reallocation and use of $900,000 of 911 Fund reserves for FY 2023 to provide budget authority for the increased operational costs for the 911 Fund.

De Soto plans hearing on Sunflower TIF Expansion
The City of De Soto will be conducting a public hearing at 7 p.m. Thursday, Dec. 1, pertaining to the proposed expansion of the existing Sunflower Tax Increment Financing district, generally located at the northwest corner of 143rd Street and Spoon Creek Road. A copy of the notice of public hearing along with the resolution are attached here.
Central Resource Library Hosts Art Collection
The Johnson County Central Resource Library is hosting a collection of portraits from local artist Patti Streeper. The portraits highlight heroic and pioneering women who are often unsung or under-appreciated for their achievements. This exhibit will be on display until Dec. 21. More land record technology projects
Resolution No. 090-22. Consider authorizing additional land record technology projects for fiscal year 2023 for the Department of Technology and Innovation and transferring and appropriating excess Register of Deeds technology funds from fiscal year 2022 in the amount of $179,848 for these projects.
Permit for Accessory Dwelling Unit
Resolution No. 091-22. Consider a request for approval of an Accessory Dwelling Unit Permit for a detached accessory dwelling unit with a livable area in excess of 900 square feet and over 200 feet in front of the primary structure, on 23.10 acres located at 8400 Edgerton Road.
Allocation of Alcohol Tax Funds
Consider allocating $142,527 of 2023 Johnson County Alcohol Tax Funds as recommended by the Drug and Alcoholism Council of Johnson County, a program of United Community Services of Johnson County in its 2023 Alcohol Tax Fund Recommendations Report.

Resolution No. 087-22. Consider adopting Resolution No. 087-22 to amend the FY 2022 Budget for Fire District # 1 increasing appropriations in General Fund by $2,958,273 to the amount of $7,800,224.
Appointments of district & deputy coroners
Resolution No. 083-22. Consider appointing Diane C. Peterson, M.D. as district coroner for the Tenth Judicial District of Kansas, and approve the appointment of Christine James, D.O., as deputy coroner, for four-year terms beginning Jan. 9, 2023, subject to the conditions stated in Resolution No. 083-22.
Funds for wastewater pump station improvements
Resolution No. WD 22-033. Conduct a public hearing and consider authorizing funds for the Dykes Branch Pump Station Improvements Project (DBJA-C008) design and bidding phase services in an amount not to exceed $1,138,000.
Funds for wastewater treatment facility improvements
Resolution No. WD 22-032. Conduct a public hearing and consider authorizing funds for the design and bid phase of the Douglas L. Smith Middle Basin Wastewater Treatment Facility Influent Screening and Disinfection Improvements Project (IMB1-Contract 37) in an amount not to exceed $1,307,300.
Purchase of patient transport equipment
Consider authorizing the purchase of patient transport equipment from Stryker Medical per Savvik/Public Safety Association Inc. cooperative contract RFB #2019-05 for use by Johnson County MED-ACT, for a total amount not to exceed $519,505.92, to be paid from the MED-ACT Equipment Reserve Fund.
Annual approval of county’s investment policy
Resolution No. 092-22 to consider annual approval and revision of the investment policy for Johnson County, Financial Policy #180, with no revenue or cost impact to the county.
Investment in townhomes project
Consider authorizing a $1,000,000 investment of HOME funds in Prairiebrooke Townhomes, consisting of 20 1- and 2- story dwelling structures containing 76 units, of which 60 units will be low-income 2- bedroom and 3-bedroom units, a Low-Income Housing Tax Credit affordable housing development to be constructed in Gardner.
Reallocation and expenditure of reserves
Consider authorizing the reallocation and expenditure of fund balances (reserves) for FY 2022 out of the General Fund for Elections in an amount not to exceed $678,000 to cover increased costs related to the 2022 General Election.
Funding increase for Shawnee Med-Act project
Consider approving and authorizing an increase of $1,996,167 for the Shawnee Med-Act capital project bringing the new total project authorization to an amount not to exceed $4,886,167 and the reallocation and use of Fiscal Year (FY) 2022 General Fund reserves in the amount of $1,996,167 to transfer to the Public Building Commission for the Shawnee Med-Act capital project.
Funding increase for security equipment upgrades
Consider approving and authorizing an increase of $1,377,733 for the Detention Centers Security Equipment Upgrades bringing the new total project authorization to an amount not to exceed $7,195,077; and the reallocation and use of Fiscal Year (FY) 2022 General Fund reserves in the amount of $1,157,116 and the reallocation of $220,617 from Corrections operating budget to transfer to the Public Building Commission for the Detention Centers Security Equipment Upgrades capital project.
