The Board of County Commissioners met on Thursday, Nov. 14 in the Hearing Room at the Johnson County Administration Building.
The Board recognized Johnson County Wastewater and its employees for winning three platinum, two gold and one silver Peak Performance Awards.

BOCC Agenda for Nov. 14, 2024
Increase in contract authority for EMS billing
Authorized a contract authority increase with EMS Management & Consultants (EMS/MC), in the amount of $150,000, for ambulance and EMS medical billing and collection services, for a total annual cost not to exceed $750,000, per RFP 2022-047.
Updated hazard mitigation plan
Adopted Resolution No. 085-24 for the updated 2024 Region L Multi-Jurisdictional Hazard Mitigation Plan for Johnson County.
Revised emergency operations plan
Adopted Resolution No. 086-24 for an updated and revised emergency operations plan for Johnson County.
Increase in funding for data services
Authorized an increase of $400,000 to the contract authority with R.E. Pedrotti Company, Inc, for SCADA (Supervisory Control and Data Acquisition) System Maintenance and Integration Services for the current contract year. The increased contract authority will not exceed $1.4 million for the current contract year.
Contract for ARC repairs
Authorized a contract with MTS Contracting, LLC for the Adult Residential Center Buildings Envelope Maintenance and Repair Project at 141 and 173 Mission Parkway, New Century, in the amount of $385,450.

Official 2025 calendar for BOCC
Approved the official meeting 2025 calendar for the Board of County Commissioners with addition of no meeting on Dec. 18, 2025. Vote: Passed 7-0.
Continued contract renewal for transit services
Continued to Dec. 5 for Board’s agenda review and on the Board’s agenda on Dec. 12 for action authorizing a 2-year contract renewal with TransDev, doing business as First Transit, WHC Worldwide and EcoLane for transit services and scheduling, at a total cost not to exceed $26,586,597 with a contract term of Jan. 1, 2025 to Dec. 31, 2026 with the option to renew one 2-year period and assign the agreement with First Transit to TransDev per the acquisition on March 7, 2023. Vote: Passed 6-0-1.

Final plat to combine two residential lots
Consider a request from Alan and Pamela Sanford, applicant and landowners, for a final plat to combine two platted residential lots into one lot, (Spoon Creek Farms II Plat), on 9.54 acres, on property zoned RN1, Residential Neighborhood 1 District, located at 35658 W. 146th St. Vote: Passed 7-0.
Rezoning request
Approved a request to rezone property from RN-2 (Residential Neighborhood 2) District to RUR (Rural) District in the vicinity of 92nd Street and Rowen Road. Vote: Passed 7-0.
Plat for eight lots at Walnut Valley
Approved an application for a preliminary and final plat for eight residential lots on 107.8 acres to be known as Walnut Valley. Vote: Passed 7-0.
Funds for pump station project
After a public hearing, authorized funds for the construction phase of the Dykes Branch Pump Station Improvements Project in an amount not to exceed $6,406,000, increasing the total project authorization to $7,544,000. Vote: Passed 7-0.
Contract for pump station project
Authorized a contract with Dondlinger Construction to construct the Dykes Branch Pump Station Improvements Project in the amount of $4,464,000. Vote: Passed 7-0.

Summary of 2024 Veterans Day observance and veteran employee breakfast
Johnson County’s 2024 Veterans Day Observance took place Monday, Nov. 11, at the Kansas National Guard Armory to honor local veterans for their service. The event included the JROTC from Shawnee Mission North High School and patriotic music from the American Legion Band of Greater Kansas City. Speakers representing three different branches of the military focused their remarks on the 80th anniversary of the GI Bill and its impact on their lives. County commissioners gave challenge coins to veterans as they exited, thanking them for their service. More than 100 people attended in-person, and the event was also live-streamed on the county’s Facebook page and the website jocogov.org/jocohonorsvets, where a video of the event is currently available. New this year, an employee breakfast on Nov. 8 honored employees who have served. More than 50 employees attended the breakfast and received challenge coins from commissioners and representatives from the county management team.
Four centers certified in Child Care Prepared Program
DHE’s Public Health Emergency Preparedness Program announces that four Johnson County child care centers have completed the Child Care Prepared certification process. Child Care Prepared is a voluntary emergency preparedness planning program for licensed child care providers in Johnson, Franklin and Miami counties. The program began in 2023 and currently has three licensed child care centers in the process of becoming certified. Eight additional child care centers and family child care homes are expected to start the program before the end of the year. Applications for the 2025-26 cycle open in August 2025.

Agreements for Home Preservation Program Administration
Request for Proposal (RFP) No. 2024-032. Consider authorizing agreements for Home Preservation Program Administration with Habitat for Humanity of Kansas City in the amount of $1 million and with Metro Lutheran Ministry in the amount of $500,000 for a 1-year term with the option to renew three additional 1-year terms; Consider authorizing the director of Planning, Housing, and Community Development to execute the agreements, amendments to the agreement(s) and annual renewals; Consider authorizing the reallocation and use of Fiscal Year (FY) 2024 General Fund Reserves in the amount of $1.5 million from Countywide Support Funds (CSF).
Revisions to Board of Code Review
Consider adopting Resolution No. 074-24 to reorganize and establish the qualifications and appointment process and duties of members of the Johnson County Board of Code Review.
Revisions to Contractor Licensing Review Board
Consider adopting Resolution No. 075-24 to reorganize the Contractor Licensing Review Board (CLRB), Resolution No. 076-24 to amend and restate contractor regulations, and approving bylaws for the CLRB.
Revisions to the Developmental Supports Governing Board
Consider adopting Resolution No. 061-24 to reorganize and reestablish the qualifications and appointment process and duties of members of the Johnson County Developmental Supports Governing Board.
Funding for the 2025 Human Service Fund
Consider allocating $162,500 for the 2025 Human Service Fund as outlined by United Community Services of Johnson County (UCS) in its 2025 Human Service Fund Recommendations Report.
Allocation of 2025 Alcohol Tax Funds
Consider allocating $232,500 of the 2025 Johnson County Alcohol Tax Funds (ATF), and $100,000 of the Opioid settlement funds in the recommended amounts from the Drug and Alcoholism Council of Johnson County, as presented in United Community Services of Johnson County’s (UCS) 2025 Substance Use Continuum of Care Recommendations Report.
Improvements and bonds for new Health Services Building
Consider adopting Resolution No. 072-24 authorizing the acquisition, design, construction, equipping and furnishing of certain improvements for the new Health Services Building and to demolish the existing Health Services Building and Olathe Mental Health Building; approving the issuance by the Public Building Commission of Johnson County of its Lease Purchase Revenue Bonds (Master Lease), Series 2024A in the aggregate principal amount to be determined but now estimated to be $59,120,000 for the purpose of paying all or a portion of the costs of such improvements; authorizing the execution and delivery of a base lease and a lease with the Public Building Commission of Johnson County; and authorizing the execution and delivery of certain other documents and the taking of certain other actions in connection therewith.
Bonds for project at New Century
Consider adopting Resolution No. 080-24 and authorizing Johnson County to issue Taxable Industrial Revenue Bonds (IRBs), Series 2024, in the principal amount not to exceed $27,980,000 for the purpose of financing the construction of an industrial facility located at New Century, Kansas; and to grant an ad valorem tax abatement on the constructed improvements for 10 years starting at $0.30 a foot escalating at 1.5 percent (1.5%) each year thereafter; and entering into a payment in lieu of tax (PILOT) agreement; and certain other documents in connection with the issuance of the bonds.
Allocation of funds to Habitat for Humanity
Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $2,470,000, to Habitat for Humanity of Kansas City to acquire land to build a 50+ home development in Johnson County.
Allocation of funds for housing for IDD individuals
Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $3,100,000, to Friends of Johnson County Developmental Supports to purchase and renovate properties located at Floyd Apartments in downtown Overland Park and a duplex at 6144 Roger Road, Shawnee, for the purpose of increasing affordable multi-family housing units for individuals with intellectual or developmental disabilities.
Allocation of funds for Family Shelter Expansion
Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $467,346 to Salvation Army for the purpose of Family Shelter Expansion.
Allocation of funds for Emergency Shelter Support
Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $137,654, to Project 10 20 for the purpose of Emergency Shelter Support.
Allocation of funds for housing system investments
Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $175,000, to United Community Services (UCS) for the purpose of housing system investments.
Accepting Core Funding for AAA
Consider accepting funding for the Aging and Human Services Department’s Johnson County Area Agency on Aging in the amount of $431,327 from the Kansas Department for Aging and Disability Services made available through Core Funding approved by the Kansas Legislature in the 2024 session for the purpose of providing additional administrative resources to enhance the capacity and sustainability of Area Agencies on Aging across Kansas, enabling them to better respond to emerging trends; and authorize the reallocation and expenditure of General Fund reserves for FY 2025 in the amount of $431,327.
Selection of voting delegate at KAC conference
Consider naming Adam Norris, assistant county manager, as the voting delegate for the 2024 Kansas Association of Counties conference and annual business meeting.
