BOCC Agenda for Oct. 10, 2024
MOU on grant application
Approved the Memorandum of Understanding concerning the grant application made by the City of Olathe through the 2024 Bureau of Justice Assistance Edward Byrne Memorial Justice Assistance Grant Program to include Johnson County as a party, together with the cities of Olathe, Overland Park, Lenexa and Shawnee.
Accepting grant award for floodplain project
Accepted the FEMA Cooperating Technical Partners Grant award in the amount of $1,033,170 to complete the Captain and Kill Creek two-dimensional floodplain modeling project.
Agreement on water quality improvement project
Authorized an agreement with the City of Olathe to provide a 50-percent cost share for a water quality improvement project at a cost to the Johnson County Stormwater Management Program of $144,802.
Contracts for contractor licensing conferences
Authorized term and supply contracts with Overland Park Convention Center for multi-day Contractor Licensing Education Conference location and K-State Olathe Campus for single day Contractor Licensing Education classes in an amount not to exceed $450,000 annually with a contract term for a period of one year with the option to renew for four additional 1-year periods.
Modification to CARS eligible routes list
Approved the modification of the CARS eligible routes list.
Supplemental agreement for road project
Approved Supplemental Agreement No. 1 to the agreement with the City of Olathe for the improvement of Black Bob Road from 159th Street to 167th Street with CARS Reserves and Federal Fund Exchange account.
Contract for overlaying taxilanes
Authorized a contract with McAnany Construction for the mill and overlay of the east T-Hangar taxilanes at the New Century AirCenter in an amount not to exceed $362,000.

CARS program in 2025
Authorized the 2025 County Assistance Road System program expenditures in an amount not to exceed $18,485,000. Vote: Passed 7-0.
Stormwater Management program in 2025
Authorized the 2025 Stormwater Management program expenditures in an amount not to exceed $27,775,000. Vote: Passed 7-0.
Contract for taxiway project
Authorized a contract with McConnell & Associates Corp for the reconstruction of Taxiway K and emulsified asphalt spray coat seal of Taxiway L at the New Century AirCenter in an amount not to exceed $329,666.11. Vote: Passed 7-0.
Contract renewal with Blue KC
Authorized a contract renewal with Blue Cross Blue Shield of Kansas City (Blue KC) to furnish group health administration services for the 2025 calendar and plan year with an estimated annual administration cost not to exceed $2.4 million and authorized the employee contribution rate structure recommended by the Health Care Fund Management Team. Vote: Passed 7-0.
Contract with Symetra
Authorized a contract with Symetra to furnish Group Stop Loss coverage for the 2025 calendar year with an estimated annual premium cost not to exceed $2,918,598. Vote: Passed 7-0.
Agreement on access to Kuhlman property
(Added item to the agenda.) Ratified a right of entry agreement with the City of Overland Park to allow county access to the Kuhlman property through city-owned property. Vote: Passed 7-0.
Manager’s Memo, Deputy County Manager Julie Karins
Treasury, Taxation and Vehicles office closings to public on Oct. 14
To conduct staff training, Johnson County Treasury, Taxation, and Vehicles will be closed to the public on Indigenous Peoples Day, Monday, Oct. 14. The training will include time for strategic planning work, a team-building workshop, and presentations on staff well-being. The offices to be closed include:
- Olathe Motor Vehicle, 782 N. Ridgeview Rd
- Mission Motor Vehicle, 6000 Lamar Ave, Suite 100
- Treasury, Taxation, County Clerk and County Recording, 111 S. Cherry St, Suite 1200
The offices will resume normal hours on Tuesday, Oct. 15.
2024 Veterans Day observance set Nov. 11 in Lenexa
Johnson County’s 2024 Veterans Day Observance is scheduled for Monday, Nov. 11, at the Lenexa National Guard Armory, 18200 West 87th Street Parkway, located just west of Renner Road. The event starts at 11 a.m. and honors and celebrates veterans from all Armed Forces for their military service. The ceremony will include a performance from the American Legion Band of Greater Kansas City and a demonstration from the Shawnee Mission North High School JROTC. For those who can’t attend in person, the event will be livestreamed on Johnson County’s Facebook page, located at facebook.com/jocogov, and online at jocogov.org/jocohonorsvets.

Easements and agreement for land tract
Consider approving two temporary construction easements and a real estate agreement with the City of Olathe for one tract of land for the City of Olathe’s 119th Street Extension Project at no cost to the county.
Agreement with Technology Group Solutions
Consider authorizing a two-year agreement with Technology Group Solutions for the renewal of Cisco Collaboration and Contact Center licenses, software and support in the amount of $422,331 as part of the ongoing Enterprise Agreement, per NASPO Contract NVP AR3227.
Approval of plans and bonds for Commerce Center
Consider approving 1) an update to the Master Development Plan with VanTrust Real Estate for the New Century Commerce Center and to authorize the Aviation North Phase of the Infrastructure Development Plan, 2) to be financed by previously authorized ARPA funds in the amount of $500,000 and by the issuance of General Obligation bonds in the approximate amount of $7.7 million; and 3) authorizing an increase of $10,436,423 to the New Century Commerce Center Infrastructure Cost Budget, bringing the new budget and project authorization to an amount not to exceed $73,220,501.
Plan for Building G2 at Commerce Center
Resolution No. 077-24. Application No. W 24-406-FDP (GA). Consider a request from VanTrust Real Estate Development, LLC, on behalf of Johnson County Airport Commission, applicant, and Johnson County, landowner, for a Final Development Plan for Building G2, at the New Century Commerce Center, East Area Plan, on 22.83 acres, on property zoned PEC-LP, Planned Employment Center – Logistics Park District, located at 165th Street and Flightline Drive.
Permit renewal for public kennel
Resolution No. 078-24. Consider Application No. W 24-401-CUP (LE) for a Conditional Use Permit renewal for a public kennel for the boarding, training and grooming of dogs and cats located at 11499 County Line Road on approximately 35 acres.
Contracts for appraisal services
Request for Proposal (RFP) No. 2024-048. Consider authorizing term and supply contracts with multiple firms, for Appraisal Services, at an aggregate total cost not to exceed $200,000 for a 1-year term with the option to renew for an additional four 1-year terms starting Nov. 1, 2024.
Contracts for engineering services
RFP No. 2024-043. Consider authorizing term and supply contracts with multiple vendors for engineering services in the annual aggregate amount not to exceed $500,000 for a period of 1 year with the option to renew for four additional 1-year periods.
Submission of PHA Plan to HUD
Conduct a public hearing and consider approving the proposed 5-Year Public Housing Authority Plan for 2025-2029 and 2025 Streamlined Annual PHA Plan for submission to the United States Department of Housing and Urban Development.
Revised HOME-ARP Allocation Plan
Consider approving a revised HOME-ARP Allocation Plan as recommended by the Housing and Community Development Advisory Committee.
Contract for purchase of transit buses
Consider authorizing a contract with Master’s Transportation, for the purchase of eight wheelchair accessible 45-foot clean diesel transit buses, and two wheelchair accessible 40-foot clean diesel transit buses, including the requisite ancillary equipment, with $3,393,200 of Federal Section 5339 Bus and Bus Facilities funding and a county match of $598,800 from the Transit Vehicle Replacement set-aside project for a total cost not to exceed $3,992,000 per The Interlocal Purchasing System contract 230204.
