BOCC Action for Oct. 13, 2022
Revised final plat for lots
Approved Application No. SE 22-236-FP (AU) regarding a request from Jake Hattock, Schlagel Engineering, applicant, on behalf of Scott and Kelli Adam, landowners, for a Revised Final Plat for Lots 11 and 12 of Adams Farm Estates, located near the southwest corner of 199th Street and Antioch Road. Vote: Passed 7-0.
Requests for rezoning and plat
Approved Resolution No. 054-22 and Application Nos. SE 22-211-REZ and SE 22-212-PDP (AU) regarding a request from Payne and Brockway, P.A., applicant, and Husam Kayyali and Yaser M. Mounla landowners, for rezoning 68.6 acres from Rural District (RUR) to Planned Residential Neighborhood 2 District (PRN-2) and a Preliminary Development Plan, which serves as the preliminary plat for 25 residential lots to be known as Blue Valley Reserves, located one-half mile south of 199th Street, on the west side of Mission Road. Vote: Passed 7-0.
PHA Plan to HUD
After a public hearing, approved the 2023 Streamlined Annual Public Housing Authority Plan for submission to the United States Department of Housing and Urban Development. Vote: Passed 7-0.
Amendment to CIP
Adopted Resolution No. 078-22. to amend the FY 2022- 2026 Capital Improvement Plan and to amend existing capital project for the New Century AirCenter Runway 18-36 Mill and Overlay and phase one of the Rehabilitation of Taxiway K to include Seal and Rejuvenate Runway 4-22 and to move existing capital project for Executive Airport, Reconstruct Taxiway F into FY 2022 in an amount not to exceed $851,740. Vote: Passed 7-0.
Amendment to contract
Authorized a contract amendment with McCarthy Building Companies, Inc., for Guaranteed Maximum Price Number 2 – Turkey Creek Force Main Installation and I-35 Traffic Signals, for Construction Manager at Risk construction phase services for the Nelson Wastewater Treatment Facility Improvements project (NEL-C001) in an amount not to exceed $3,629,098, increasing the total construction phase services authorization to $6,055,808; and authorized a contract amendment with Black & Veatch Corporation for final design and Guaranteed Maximum Price Number 2 construction phase services, in an amount not to exceed $22,673,000, increasing the total design authorization to $37,973,000. Vote: Passed 7-0.
Early start dates for projects
Authorized a Fiscal Year (FY) 2022 start date for the FY 2023 approved 1.0 FTE Sheriff Administrative Assistant, New Human Services Building Capital Improvement Project, Fleet Maintenance Building Expansion Project, Crime Lab HVAC Modifications Project and Mental Health The Recovery Place Building Modifications Project; and authorized the reallocation and expenditure of reserves for FY 2022 in the amount of $350,000 from the Public Health Fund, $992,010 from the Mental Health Fund and $4,009,000 from the General Fund. Vote: Passed 7-0.
Contracts for furniture
Authorized contracts with multiple suppliers for the purchase of furniture and services, in the amount not to exceed $3 million for a period of one year, with the option to renew with four additional one-year periods. Vote: Passed 7-0.
2023 meeting calendar for BOCC
Approved Resolution No. 080-22. setting an official meeting calendar for the Board of County Commissioners for 2023. Vote: Passed 7-0.

Mildale Farm Fall Festival
The free public Mildale Farm Fall Festival, an annual fun family event at the 22-acre site near Edgerton, is scheduled from 9 a.m. to 2 p.m. Saturday, Oct. 29. Activities include a pumpkin patch, hayrides, petting zoo and a DJ.
2022 Veterans Day Observance
Johnson County’s 2022 Veterans Day Observance returns to an in-person event for the first time since 2019. It is scheduled at 11 a.m. Friday, Nov. 11, at the Lenexa National Guard Armory, 18200 West 87th Street Parkway. The public event will honor all veterans from all Armed Forces for their military service. The event will also be livestreamed on Johnson County’s Facebook page and online at jocogov.org/JoCoHonorsVets.
Appraiser’s Office Update
Appraiser’s Office staff are completing the sales analysis of residential and commercial improved properties to be utilized for the 2023 valuations. The residential land values have been developed and are completing their final analysis. The commercial land values will be completed by Dec. 1.
Nelson Open House
The Nelson Wastewater Treatment Facility Open House occurred Oct. 6 with approximately 25 people in attendance where they were presented preliminary renderings of the facility, shown diagrams about what to expect during construction, and were able to fill out a survey to provide feedback. A virtual presentation will be available in the coming week on the Nelson Project website.

Revised code and specifications
Resolution No. 074-22. Conduct a public hearing on Oct. 20, 2022, at 9:30 a.m. to adopt revised storm sewer design code and revised standard specifications for road and bridge construction for developments in unincorporated Johnson County, Kansas.
Adopting standards for subdivisions
Resolution No. 073-22. Conduct a public hearing on October 20, 2022, at 9:30 a.m. to adopt Resolution No. 073-22 to adopt the Street Construction and Storm Drainage Standards for Subdivisions 2022 Edition.
Revised standards for private roads
Resolution No. 075-22. Consider adopting revised policy and standards to govern the construction of private roads within unincorporated Johnson County, Kansas.
Standards for unincorporated areas
Resolution No. 076-22. Consider implementation of certain road construction and storm sewer drainage standards for the unincorporated area of Johnson County, Kansas.
Increase in Transit expenditure authority
Consider approving and authorizing an increase of $2.9 million in expenditure authority to the Transit budget using existing Transit fund reserves and increasing the contract amount with WHC KCT, LLC, by $2.0 million from $2,436,305 to $4,436,305.
Receipt of federal funding for reallocation
Consider authorizing receipt of the Local Assistance and Tribal Consistency Funding (LATCF) received from the United States Treasury in the amount of $100,000, creating a project account in the County’s Grant Fund, and authorizing the reallocation and expenditure of County General Fund reserves for Fiscal Year (FY) 2022 in an amount not to exceed $55,000 and for Fiscal Year (FY) 2023 in an amount not to exceed $55,000 to include $10,000 in estimated interest earnings, for the purpose of managing the LATCF.
Allocation of Coronavirus funding to assist struggling businesses
Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $7,253,000 for the purpose of funding direct community investment programs to address struggling small businesses, including diminishing childcare capacity within Johnson County, and the allocation of $325,000 from General Fund Reserves (Countywide Support Fund) for one-time direct payment to the Enterprise Center of Johnson County (ECJC) for a local match and assistance in administering these programs.
Allocation of Coronavirus funding to address housing and food insecurity
Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $2,085,000 for the purpose of funding direct community investment programs to address housing and food insecurity within Johnson County, and the allocation of $50,000 from General Fund Reserves (Countywide Support Fund) for one-time direct payment to United Community Services (UCS) for assistance in administering these programs.
Allocation of Coronavirus funding to enhance public safety
Consider authorizing the allocation of Coronavirus SLFRF received from the United States Department of the Treasury in the amount of $565,000 for the purpose of funding direct community investment programs to address keeping our families and communities safe.
