BOCC Agenda for Oct. 17, 2024

Easements and agreement for land tract

Approved two temporary construction easements and a real estate agreement with the City of Olathe for one tract of land for the City of Olathe’s 119th Street Extension Project at no cost to the county.

Agreement with Technology Group Solutions

Authorized a 2-year agreement with Technology Group Solutions for the renewal of Cisco Collaboration and Contact Center licenses, software and support in the amount of $422,331 as part of the ongoing Enterprise Agreement, per NASPO Contract NVP AR3227.

Contracts for appraisal services

Authorized term and supply contracts with multiple firms, for Appraisal Services, at an aggregate total cost not to exceed $200,000 for a 1-year term with the option to renew for an additional four 1-year terms starting Nov. 1, 2024.

Contract for purchase of transit buses

Authorized a contract with Master’s Transportation, for the purchase of eight wheelchair accessible 45-foot clean diesel transit buses and two wheelchair accessible 40-foot clean diesel transit buses, including the requisite ancillary equipment, with $3,265,700 of Federal Section 5339 Bus and Bus Facilities funding and a county match of $576,300 from the Transit Vehicle Replacement set-aside project for a total cost not to exceed $3,842,000.

Consent Agenda Vote: Passed 7-0.

Approval of plans and bonds for Commerce Center

Approved 1) an update to the Master Development Plan with VanTrust Real Estate for the New Century Commerce Center and to authorize the Aviation North Phase of the Infrastructure Development Plan, 2) to be financed by previously authorized ARPA funds in the amount of $500,000 and by the issuance of General Obligation bonds in the approximate amount of $7.7 million; and 3) authorized an increase of $10,436,423 to the New Century Commerce Center Infrastructure Cost Budget, bringing the new budget and project authorization to an amount not to exceed $73,220,501.

Motion was made to add a third-party review of the Master Development Plan. Vote: Failed 2-5.

Plan for Building G2 at Commerce Center

Approved a request from VanTrust Real Estate Development, LLC, on behalf of Johnson County Airport Commission, applicant, and Johnson County, landowner, for a final development plan for Building G2, at the New Century Commerce Center, East Area Plan, on 22.83 acres, on property zoned PEC-LP, Planned Employment Center – Logistics Park District, located at 165th Street and Flightline Drive. Vote: Passed 6-1.

Permit renewal for public kennel

Approved a conditional use permit renewal for a public kennel for the boarding, training and grooming of dogs and cats located at 11499 County Line Road on approximately 35 acres. Vote: Passed 7-0.

Contracts for engineering services

Authorized term and supply contracts with multiple vendors for engineering services in the annual aggregate amount not to exceed $500,000 for a period of one year with the option to renew for four additional 1-year periods. Vote: Passed 7-0.

Submission of PHA Plan to HUD

After a public hearing, approved the 5-Year Public Housing Authority Plan for 2025-2029 and 2025 Streamlined Annual PHA Plan for submission to the United States Department of Housing and Urban Development. Vote: Passed 7-0.

Revised HOME-ARP Allocation Plan

With additional direction to staff to develop a plan to extend the Rent Assistance Pilot program for up to one year utilizing the Supportive Services allocation, approved a revised HOME-ARP Allocation Plan as recommended by the Housing and Community Development Advisory Committee.

Motion was made to divide the question regarding Supportive Services and Development of Affordable Rental Housing. Vote: Failed 2-5.

Manager’s Memo, County Manager Penny Postoak Ferguson

Johnson County designated as an Urban County for 2025-2027

Johnson County has successfully retained designation as an Urban County with the Department of Housing and Urban Development, for the years 2025-2027. As an Urban County, Johnson County is considered an entitlement community and is eligible for Community Development Block Grant and HOME Investment Partnerships Program grants. Seventeen Johnson County cities have renewed agreements to continue being included in the Urban County, which allows them to participate in the CDBG and HOME programs. Retaining this designation will allow the county to continue to promote development of viable urban communities and affordable housing, principally for low- and moderate-income persons.

MED-ACT paramedics return from deployment to Florida

The MED-ACT Special Operations Group deployed three paramedics specially trained in disaster medicine and equipment as a part of Kansas Task Force 2. Those individuals that deployed with the task force were Lt. Devin Connelly, Lt. Jay Reynolds, and Paramedic Adam McIntosh. The task force deployment was requested through an Emergency Management Assistance Compact, which is a multistate, mutual aid agreement that facilitates interstate assistance in response and recovery operations during a disaster and coordinated through the Kansas Fire Marshal’s Office. The team departed Johnson County on Sunday, Oct. 6 and arrived in Florida in the early hours of Tuesday, Oct. 8. While in Florida they operated in Pinellas County, Pasco County and Hernando County. They performed boat and UTV operations. The team was demobilized and returned to Johnson County on Tuesday, Oct. 15.

Advanced voting begins Saturday for General Election

Advanced voting for the General Election on Nov. 5 opens on Saturday, Oct. 19. Information on the times/locations is available at jocoelection.org.

Committee of the Whole Meeting on Oct. 17, 2024

The Board met as a Committee of the Whole and received an update on State and Local Fiscal Recovery Funds.

Motion was made to allocate $6,350,000 in SLFRF funding to Johnson County Housing Authority to develop grant-funding allocations for use in eligible programs. Vote: Failed 2-5.

Motion was made to direct staff to develop use of $6,350,000 in SLFRF funding to support Salvation Army Family Lodge expansion, $467,346; Friends of JCDS – 20 beds for IDD/Mental Health population, $3.1 million; Habitat for Humanity of Kansas City – land acquisition, $2,470,000; United Community Services for homelessness research and data support, $175,000; and $137,654 to support services of the Project 1020 homelessness shelter. Vote: Passed 6-1.

Items on the BOCC Agenda for Oct. 24, 2024

Grant funding for transit service study

Consider authorizing a local agreement with the Mid-America Regional Council (MARC) to accept Planning Sustainable Places grant funding in the amount of $135,000 with a required local match of $37,500, to be provided in partnership with the City of Overland Park, to study the feasibility of higher frequency transit service along the Metcalf Avenue corridor as well as the necessity for the appropriate level of passenger amenities for such transit service.

Plat for Clare Crossing

Resolution No. 079-24. Consider City of Gardner Application No. 24-302-15, for a final plat for Clare Crossing, first plat, establishing seven tracts for Clare Crossing, which is a commercial and multi-family residential development, on 58 acres, located at the southeast corner of 175th Street and Clare Road, Gardner, Kansas, and a portion of the subject property is located within one mile of Johnson County New Century AirCenter.

Hearing regarding three plans

Resolution No. 047-24. Conduct a public hearing to receive comments on the proposed 2025-2029 Consolidated Plan, 2025 Action Plan and Citizen Participation Plan. Consider adopting the 2025-2029 Consolidated Plan, 2025 Action Plan and Citizen Participation Plan as recommended by the Housing and Community Development Advisory Committee on Aug. 14, 2024. As well as consider adopting Resolution No. 047-24, which authorizes the County Manager to perform certain tasks related to the 2025-2029 Consolidated Plan, 2025 Action Plan and Citizen Participation Plan, including authorizing submission of the plans to the U.S. Department of Housing and Urban Development and to take actions necessary to implement the plans. The 2025 Action Plan has an estimated funding amount of $2,538,000 consisting of an estimated $1,438,000 in Community Development Block Grant and $1,100,000 in HOME Investment Partnerships funds for housing and community development activities.

Contracts for in-home services

IFB # 2024-053. Consider authorizing term and supply contracts with multiple firms to provide in-home services through the Johnson County Area Agency on Aging, for an aggregate amount not to exceed $1,550,000. The term will be for one year, effective Nov. 1, 2024.

Contract for software

Request for Proposal (RFP) No. 2024-021. Consider authorizing a contract with IGM Technology Corp., for Budget and Planning Solutions Software, at a cost not-to-exceed $361,837. for a 2-year term with the option to renew for an additional three 1-year renewals; authorize a Fiscal Year 2024 start date for the FY 2025 approved budget software request for additional resources; and authorize the reallocation and expenditure of reserves for FY 2024 in the amount of $100,000 from the General Fund.

Contracts for professional services

Request for Proposal No. 2024-036. Consider authorizing term and supply contracts with multiple vendors for architectural and engineering services, in the annual aggregate amount not to exceed $1.6 million for a period of one year with the option to renew for four additional 1-year periods.

Agreement for exchange of data

Consider authorizing an Inter-Agency Agreement between Johnson County (via DTI, the Sheriff's Office, and the District Attorney's Office) and the Office of Judicial Administration with the Kansas Supreme Court for the electronic exchange of data between the County's Justice Information Management System and OJA's Odyssey Case Management System.

Resolution No. PBC 002-24. Approve and adopt Resolution No. PBC 002-24 authorizing the offering for sale of approximately $59,120,000 principal amount of Lease Purchase Revenue Bonds (Master Lease), Series 2024A (the “Series 2024A Bonds”) of the Public Building Commission of Johnson County.
