Contracts for in-home services
Authorized term and supply contracts with multiple firms to provide in-home services through the Johnson County Area Agency on Aging for an aggregate amount not to exceed $1,550,000. The term will be for one year, effective Nov. 1, 2024.
Agreement for exchange of data
Authorized an Inter-Agency Agreement between Johnson County (via DTI, the Sheriff's Office and the District Attorney's Office) and the Office of Judicial Administration with the Kansas Supreme Court for the electronic exchange of data between the County's Justice Information Management System and OJA's Odyssey Case Management System.
Consent Agenda Vote: Passed 7-0.
Grant funding for transit service study
Authorized a local agreement with the Mid-America Regional Council to accept Planning Sustainable Places grant funding in the amount of $135,000 with a required local match of $37,500, to be provided in partnership with the City of Overland Park, to study the feasibility of higher frequency transit service along the Metcalf Avenue corridor as well as the necessity for the appropriate level of passenger amenities for such transit service.
Motion was made to table action for one week for additional information from MARC. Vote: Failed 2-5.

Plat for Clare Crossing
Approved the City of Gardner’s application for a final plat for Clare Crossing, first plat, establishing seven tracts for Clare Crossing, which is a commercial and multi-family residential development, on 58 acres, located at the southeast corner of 175th Street and Clare Road, Gardner, and a portion of the subject property is located within one mile of Johnson County New Century AirCenter. Vote: Passed 7-0.
Hearing regarding three plans
After a public hearing, adopted the 2025-2029 Consolidated Plan, 2025 Action Plan and Citizen Participation Plan as recommended by the Housing and Community Development Advisory Committee on Aug. 14, 2024, and adopted Resolution No. 047-24 to authorize the County Manager to perform certain tasks related to the plans, including submission of the plans to the U.S. Department of Housing and Urban Development and to take actions necessary to implement the plans. The 2025 Action Plan has an estimated funding amount of $2,538,000 consisting of an estimated $1,438,000 in Community Development Block Grant and $1.1 million in HOME Investment Partnerships funds for housing and community development activities. Vote: Passed 7-0.
Contract for software
Authorized a contract with IGM Technology Corp. for Budget and Planning Solutions Software at a cost not-to-exceed $361,837 for a 2-year term with the option to renew for an additional three 1-year renewals; authorized a Fiscal Year 2024 start date for the FY 2025 approved budget software request for additional resources; and authorized the reallocation and expenditure of reserves for FY 2024 in the amount of $100,000 from the General Fund. Vote: Passed 7-0.
Contracts for professional services
Authorized term and supply contracts with multiple vendors for architectural and engineering services in the annual aggregate amount not to exceed $1.6 million for a period of one year with the option to renew for four additional 1-year periods. Vote: Passed 7-0.

CERI releases October Economic Indicators
The October 2024 edition of the Economic Indicators for Johnson County has been provided by the County Economic Research Institute. The unemployment rate for August 2024 is 3.4%, compared to 3% in August 2023. The number of single-family homes sold in August 2024 was 787, a 3.4% decrease from a year ago and the year-to-date number of homes sold in 2024 at 5,575, also a 3.4% decrease. The total number of single-family building permits issued in August 2024 was 163, a 6.5% increase from last August and the year-to-date number of 2024 permits was 1,160, a 22% increase. CERI reports total retail sales for Johnson County were $11.6 billion year-to-date, as of July 2024, a 2% increase from July 2023.
National RX Drug Take Back Day set Saturday
From 10 a.m. to 2 p.m. Saturday, Oct. 26, local law enforcement and the Drug Enforcement Administration will host the DEA’s National Prescription Drug Take Back Day at locations across Johnson County. Take Back Day offers free and anonymous disposal of unneeded medications, such as tablets, capsules, patches and other solid forms of prescription drugs. Since the program started, 261,523 pounds have been collected in Kansas. More information, including collection sites, can be found at deatakeback.com.

Sale of Lease Purchase Revenue Bonds
Approved and adopted Resolution No. PBC 002-24 authorizing the offering for sale of approximately $59,120,000 principal amount of Lease Purchase Revenue Bonds (Master Lease), Series 2024A (the “Series 2024A Bonds”) of the Public Building Commission of Johnson County for the new Health Services Building. Vote: Passed 6-1.

Contract for network connections at new fire station
Consider authorizing an exception to competition pursuant to Administrative Policy and Procedure #110.180.16 and to contract with Zoom Fiber LLC to install fiber conduit and strands, facilitating critical network connections for the new Sunflower Fire Station in De Soto, at a total cost of $168,324.
Temporary office space for JCPRD
Allow by use agreement, Johnson County Park and Recreation District, to occupy on a temporary basis, office space in the Johnson County Sunset Building.
Permit renewal for baseball field
Resolution No. 081-24. Application No. E 24-410-CUP. Consider a request from Roger Ratzlaff, Carter Capital, LLC, applicant and landowner, for a conditional use permit renewal to allow the continued use of a baseball field for amateur and recreational practices and games, on six acres, on property zoned RUR, Rural District, located at 18310 Pflumm Road.
Grant award for DES project
Consider authorizing the Department of Emergency Services to accept the FY 2024 Emergency Operations Center Grant Program Award; authorize the increase of $1 million for the FY 2024 DES Emergency Operations Center capital project account, bringing the new total project authorization to an amount not to exceed $1.5 million; and authorizing the reallocation and expenditure of $1 million from General Fund reserves to fund the project increase.
Funding for wastewater project
Resolution No. WD 24-027. Conduct a public hearing and consider authorizing funds for the construction phase of the State Line Road Pump Stations Project (LWC1 Contract 6C) and the State Line Road Force Main Project (LWC1 Contract 6B) in an amount not to exceed $30,131,800, increasing the total project authorization to $40,857,800, and consider approving an Agreement with the City of Leawood to facilitate the State Line Road Force Main Project, and consider authorizing the Johnson County Wastewater General Manager to execute an encroachment agreement with Evergy, and consider granting authority to the JCW General Manager to execute necessary utility agreements for the Project.

Invitation for Bid No. 2024-028. Consider authorizing a contract with BRB Contractors, Inc., to construct the State Line Road Pump Stations Project (LWC1-Contract 6C) in the amount of $10,839,000.
Contract for force main project
Invitation for Bid No. 2024-029. Consider authorizing a contract with Rodriguez Mechanical Contractors, Inc., to construct the State Line Road Force Main Project (LWC1-Contract 6B) in an amount not to exceed $12,455,101.16.
Agreement for respite care services
Consider authorizing an exception to competition and approving a service agreement for respite care services with KidsTLC, Inc., in an amount not to exceed $265,000, for one 12-month contract period ending Oct. 31, 2025 per Administrative Policy and Procedure #110.180.A.16 and authorize the reallocation of FY 2025 Mental Health reserves in the amount of $221,000.
