Board of County Commissioners Meeting Recap: Oct. 3, 2024

The Board of County Commissioners met on Thursday, Oct. 3 in the Hearing Room at the Johnson County Administration Building.

The Board proclaimed Johnson County’s 2024 United Way campaign will take place Oct. 7-25 with a goal of $95,000 and with the theme “What If.”

BOCC Agenda for Oct. 3, 2024

Appointments and reappointments

Approved the appointments of Sarah Sanders and Susan L McGee as First District representatives to the Consolidated Fire District No. 2 through Aug. 25, 2027.

Approved the reappointments of John J. DeGrande and Craig Connell as Sixth District representatives to the West Consolidated Zoning Board through July 31, 2027.

Appraisal corrections to the 2024 tax roll

Authorized the County Appraiser’s Office to make appraisal corrections to the 2024 tax roll for one commercial real estate and one residential real estate properties.

Change order for repair work

Authorized a change order to the contract with Hammons Asphalt Paving Inc. for additional excavation, paving, storm water repair work at the Johnson County Operations Center - Warehouse Facility in an amount not to exceed $45,360, and thereby increasing the total construction contract to an amount not to exceed $162,757.50.

Consent Agenda Vote: Passed 7-0.

Construction contract for MED-ACT project

Authorized a contract with Camm Construction, Inc., for the MED-ACT Station 1134 Renovations located at 9011 Roe Avenue, Prairie Village, in the amount of $304,585. Vote: Passed 7-0.

Revision to property tax relief pilot program

Consider approving the FY2025 property tax relief pilot program requirements and remove the cap of $200 on the refunds to eligible applicants, while keeping all other requirements from the FY2024 pilot program in place.

Motion was made to add: If applications exceed the remaining available fund balance, staff will recommend to the Board of County Commissioners the process to allocate available funding. Vote: Passed 7-0.

Approval of pilot program as revised. Vote: Passed 7-0.

Surplus and disposal of real property

Declared all real property located at 561 Sumner Way, and the land located at 600 New Century Parkway, all in New Century, Kansas, as surplus and authorized its disposal. Vote: Passed 7-0.

Transit Strategic Plan features public pop-up meeting

Johnson County transit will be hosting a pop-up meeting at the Overland Park Farmer’s Market on Oct. 5 to gather feedback on the Johnson County transit strategic planning process. This is an opportunity for the public to share their thoughts on public transit in Johnson County in addition to the statistically valid survey Johnson County transit is doing with the ETC Institute. More information on the transit strategic plan is available on the Johnson County website.

CERI releases Economic Indicators for September

The September 2024 edition of the Economic Indicators for Johnson County has been provided by the County Economic Research Institute. The report indicated the unemployment rate for August 2024 was 3.5%, a 0.7% increase from a year ago; the number of single-family homes sold in August 2024 was 840, a 7.6% increase over August 2023; the number of single-family homes sold year-to-date in 2024 was 4,772, a 3.5% decrease from the same period last year; and the total number of single-family building permits issued in August 2024 was 156, a 4% increase from August 2023. Additionally, CERI reports total retail sales for Johnson County were $9.8 billion year-to-date, as of June 2024, a 0.2% decrease since June 2023.

Report lists updates on major projects

Report for major projects over $1 million and master plans is provided bimonthly and supplements the Public Building Commission bi-annual reports in February and August. The information contained in this report is through Sept. 27, 2024.

Committee of the Whole Agenda for Oct. 3, 2024

The Board received update on the Phase 2 Integrated Plan and Nelson WWTF improvements.

Motion was made to have Wastewater staff proceed with the Phase 2 Integrated Plan as presented and bring an action item to the BOCC directing the Wastewater General Manager to enter into an Amended Agreement with the State of Kansas Department of Health and Environment. Vote: Passed 7-0.

The Board also received update on the New Century Commerce Center East Side Development.

Motion was made to direct staff bring an item to BOCC for consideration and approval of adjusting the Estimated Total Infrastructure Cost Budget, including Phase I – IV, and Aviation North Phase, to $73,220,501 as presented. Vote: Passed 7-0.

Motion was made to direct staff bring an item to BOCC for consideration and approval of authorizing approximately $7.7 million of additional cost to be financed by General Obligation Bonds for the Aviation North Phase infrastructure improvements. Vote: Passed 7-0.

Motion was made to direct staff bring an item to BOCC for consideration and approval of acceptance of an update to the Master Development Plan as required by the Master Development Agreement. Vote: Passed 7-0.

MOU on grant application

Consider approving the Memorandum of Understanding concerning the grant application made by the City of Olathe through the 2024 Bureau of Justice Assistance Edward Byrne Memorial Justice Assistance Grant Program to include Johnson County as a party, together with the cities of Olathe, Overland Park, Lenexa and Shawnee.

Accepting grant award for floodplain project

Consider accepting the FEMA Cooperating Technical Partners Grant award in the amount of $1,033,170 to complete the Captain and Kill Creek two-dimensional floodplain modeling project.

Agreement on water quality improvement project

Consider authorizing an agreement with the City of Olathe to provide a 50-percent costshare for a water quality improvement project at a cost to the Johnson County Stormwater Management Program of $144,802.

Contracts for contractor licensing conferences

Invitation for Bid No. 2024-050. Consider authorizing term and supply contracts with Overland Park Convention Center for multi-day Contractor Licensing Education Conference Location and K-State Olathe Campus for single day Contractor Licensing Education Classes in an amount not to exceed $450,000 annually with a contract term for a period of one year with the option to renew for four additional 1-year periods.

CARS program in 2025

Consider authorizing the 2025 County Assistance Road System program expenditures, in an amount not to exceed $18,485,000.

Stormwater Management program in 2025

Consider authorizing the 2025 Stormwater Management program expenditures, in an amount not to exceed $27,775,000.

Modification to CARS eligible routes list

Resolution No. 073-24. Consider approving the modification of the CARS eligible routes list.

Supplemental agreement for road project

Consider approving Supplemental Agreement No. 1 to the agreement with the City of Olathe for the improvement of Black Bob Road from 159th Street to 167th Street with CARS Reserves and Federal Fund Exchange account.

Contract for overlaying taxilanes

Invitation for Bid No. 2024-059. Consider authorizing a contract with McAnany Construction for the mill and overlay of the east T-Hangar taxilanes at the New Century AirCenter in an amount not to exceed $362,000.

Contract for taxiway project

Invitation for Bid No. 2024-060. Consider authorizing a contract with McConnell & Associates Corp for the reconstruction of Taxiway K and Emulsified Asphalt Spray Coat Seal of Taxiway L at the New Century AirCenter in an amount not to exceed $329,666.11.

Contract renewal with Blue KC

Consider authorizing a contract renewal with Blue Cross Blue Shield of Kansas City (Blue KC) to furnish Group Health Administration services for the 2025 calendar and plan year with an estimated annual administration cost not to exceed $2.4 million and authorizing the employee contribution rate structure recommended by the Health Care Fund Management Team.

Contract with Symetra

Invitation for Bid No. 2024-006. Consider authorizing a contract with Symetra to furnish Group Stop Loss coverage for the 2025 calendar year with an estimated annual premium cost not to exceed $2,918,598.
