City of Gardner application for a car lot

Approved City of Gardner Application for a Rezoning, Preliminary Development Plan, Final Development Plan, and Final Plat for Sam’s Car Lot, on a 1.27-acre commercial lot, located south of Old Highway 56 and east of Moonlight Road within 1 mile of New Century AirCenter. Vote: Passed 7-0.

Corrections’ 2024 Year-End Juvenile Outcome Report

Approved the submittal of the Johnson County Department of Corrections’ SFY2024 Year-End Juvenile Outcome Report to the Kansas Department of Corrections as recommended by the Juvenile Corrections Advisory Board on August 27, 2024. Vote: Passed 7-0.

Corrections’ 2024 Year-End Outcome Report

Approved the submittal of the Johnson County Department of Corrections’ SFY2024 Year-End Outcome Report to the Kansas Department of Corrections as recommended by the Community Corrections Advisory Board on August 6, 2024. Vote: Passed 7-0.

AI documentation assistant for Johnson County Mental Health

Approved an exception to competition and authorized Mental Health staff to sign an agreement with Netsmart Technologies, Inc. for NetSmart Bells AI documentation assistant in an amount not to exceed $91,000 annually and a one-time setup cost of $18,600 and authorized the reallocation and expenditure of fund balance (reserves) for FY 2024 in the amount of $109,600 and for FY 2025 in the amount of $91,000. Vote: Passed 7-0.

Medical Note and tools for Johnson County Mental Health

Approved an exception to competition and authorized Mental Health staff to sign an agreement with Netsmart Technologies, Inc. for NetSmart CarePOV Medical Note and tools in an amount not to exceed $16,500 annually, and a one-time setup cost of $23,000 and authorized the reallocation and expenditure of fund balance (reserves) for FY 2024 in the amount of $39,500 and for FY 2025 in the amount of $16,500. Vote: Passed 7-0.

Discussion on a proposed Olathe Redevelopment District at 135th Street & S. Mur-Len Road

Direct staff to prepare a resolution for Board’s approval to remand or veto the establishment of the Olathe Redevelopment District at 135th Street & S. Mur-Len Road and for staff to develop a comprehensive engagement policy with cities prior to any future creation of a TIF District. Vote: Failed 2-5.

County Square Heart – Artist Recognition

Johnson County partnered with the City of Olathe to bring one of the hearts, from the Parade of Hearts to the County Square for permanent placement. The name of our new Heart is “Expand Your Circle” by Cindy Heller a Johnson County resident. The purpose of her design is best explained by her words: “This heart, filled with connecting circles, symbolizes unity; emphasizing the connection between individuals. Each dot within the circles represents a person in our community. The intention is to communicate the importance of inclusivity, encouraging us to connect, overlap, and expand our circles to foster a more inclusive environment”. Cindy will also have a booth of her photography in the Olathe Arts Festival to be held in the County Square, this weekend.

ICMA Conference

Johnson County staff members attended the International City/County Management Association conference in Pittsburgh this week and were well represented in several sessions. Mike Brouwer presented at a session titled, “Data Science for Social Good: Using Data to Implement a Proactive Response to Community” and Angela Paz, was a panelist at a session titled, “Working Across Systems to Address Homelessness”. I was a panelist for a session on “When #2’s Move Up – A Ten Year Reflection”, and presented at a KU Fellows session titled, “City and County Management; differences, similarities, and collaboration”. There were also a number of sessions that included how to utilize AI platforms to assist in service delivery.

Budget director Robin Symes presented the 2Q 2024 Interim Financial Report and General Fund major revenue update.

Construction contracts for county facilities

Consider authorizing a change order to the contract with Hammons Asphalt Paving Inc. for additional excavation, paving, storm water repair work at the Johnson County Operations Center - Warehouse Facility in an amount not to exceed $45,360, and thereby increasing the total construction contract to an amount not to exceed $162,757.50, per OnCall Paving term and supply contract 2023-074.

Consider authorizing a contract with Camm Construction, Inc., for the MED-ACT Station 1134 Renovations located at 9011 Roe Avenue, Prairie Village, Kansas 66207 in the amount of $304,585.

Revision to property tax relief pilot program

Consider approving the FY2025 property tax relief pilot program requirements and remove the cap of $200 on the refunds to eligible applicants, while keeping all other requirements from the FY2024 pilot program in place.

Surplus and disposal of real property

Consider declaring all real property located at 561 Sumner Way, and the land located at 600 New Century Parkway, all in New Century, Kansas, as surplus and authorizing its disposal.
