Board of County Commissioners Meeting Recap: Sept. 29, 2022

The Board of County Commissioners met on Thursday, Sept. 29 in the Hearing Room at the Johnson County Administration Building.

The Board proclaimed October as Cyber Security Awareness Month.

The Board recognized the New Century Short Line Railroad for receiving the “Jake with Distinction” Award honoring small railroads’ safety records.

The Board also recognized Brian Campbell, emergency communications specialist with the Department of Emergency Services – Communications Division,  for his part in successful resuscitation of a cardiac arrest victim. The Leawood City Council and the International Academies of Emergency Dispatch have also recognized his lifesaving efforts.

BOCC Action for Sept. 29, 2022

Contract for ambulance and EMS medical billing/collection services

Authorized a contract with EMS Management & Consultants (EMS|MC), for ambulance and EMS medical billing and collection services, at a cost not to exceed $600,000 for a period of 12 months with the option to renew for two additional 12-month periods. Vote: Passed 7-0.

Evergreen Living Innovations contract

Continued for one week a proposed early termination agreement between the Board of County Commissioners of Johnson County, Kansas, and Evergreen Living Innovations, Incorporated with a payment of $29 million of General Fund Reserves (Countywide Support Funds). The item will be added the board’s business agenda on Oct. 6. Vote: Passed 4-3.

Contract district financing agreement and funds for sewers

Following a public hearing, created Contract District No. 1 of Blue River No. 28 and authorized funds to provide sewers in an amount not to exceed $4.4 million and a contract district financing agreement with Pflumm 175 Investors, LLC. Vote: Passed 7-0.

Contract for concrete disposal/removal on former Kuhlman Diecasting property

Authorized a change order to the construction contract with Doubled D, Inc. dba Dale Brothers in an amount not to exceed $221,507.90 to remove and dispose of concrete associated with the razing of the existing structure(s) and hazardous material abatement on the Kuhlman Diecasting property near 164th and Mission Road, increasing the total construction contract amount in an amount not to exceed $677,707.90 per Invitation For Bid (IFB) No. 2019-085. Vote: Passed 7-0.

Civil Service Pay Plan for Sheriff’s Office

Adopted Resolution No. 077-22 modifying the FY2022 and FY2023 Budget Resolutions (Nos. 073-21 and 064-22) and approving modified 2022 and 2023 Civil Service pay plans for the Sheriff’s Office (the $27.50 Pay Plan as recommended by staff), converting sworn civil service staff to a step plan, except for staff assigned to the Crime Lab, and amending Johnson County Human Resources Policy No. 301 related to compensation; and to approve the reallocation and expenditure of General Fund reserves (Countywide Support Fund) in the amount of $3,195,533 for Fiscal Year 2022 and $13,249,020 for Fiscal Year 2023. Vote: Passed 7-0.

Motion was made to have county staff prepare a report on the number of Medicaid beds/occupancy rates of Johnson County long-term care facilities for presentation at the board’s business session on Oct. 6. Vote: Failed 2-5.

Airport Land Use Compatibility Plan Update

The Johnson County Planning Department is kicking off updates to both the Johnson County Executive Airport Land Use Compatibility Plan and the New Century AirCenter Land Use Compatibility Plan, both are part of the Johnson County Rural Comprehensive Plan. This planning effort is anticipated to take approximately 13 to 15 months. A Planning Advisory Committee has been selected to help in the planning effort and will meet at 1 p.m. Oct. 3 in the Johnson County Administration Building. Public workshops are scheduled on Oct. 4 for the Executive Airport and on Oct. 6 for New Century AirCenter. View the notices for Johnson County Executive Airport and New Century AirCenter.

Anniversary celebration at New Century AirCenter

Aaron Otto, executive director of the Johnson County Airport Commission, called attention to the public celebration on Saturday of the 80th anniversary of the opening of the original Olathe Naval Air Station and the 55th anniversary of the Airport Commission. The free event will take place from 10 a.m. to 2 p.m. at the New Century AirCenter's Commemorative Air Force Hangar (6 Aero Plaza, New Century).  Activities will include flight simulators, kids' activities, a paper airplane contest, food and beverages for purchase, and more. The current issue of the Best Times features the history of the Olathe Naval Air Station.

Consider approving the 2022 annual update to the Johnson County Solid Waste Management Plan as an amendment to the Solid Waste Management Plan, 2019 edition. This update provides progress on this plan.

Contract for tower roof repairs

IFB # 2022-067. Consider authorizing a contract with Delta Innovative Services, Inc. for the Tower Roof Repair and Re-coating Project at the Adult Detention Center, located at 101 N. Kansas, Olathe, KS 66061, in the amount not to exceed $155,000

Contract with Leawood for mental health services

Consider authorizing Mental Health staff to contract with the City of Leawood to provide the City mental health diversion services.

Contract to replace overhead rolling doors

Invitation for Bid (IFB) #2022-068. Consider authorizing a contract with DH Pace Company, Inc. to remove the existing overhead rolling doors and replace with exterior coiling doors on the Phase I Recreation Areas of the New Century Adult Detention Center (NCADC) located at 27745 W. 159th Street, New Century, Kansas 66031, in the amount not to exceed $155,998

Funding and contract for floodplain mapping project

RFP No. 2022-060. Consider accepting the FEMA Cooperating Technical Partners Grant Award in the amount of $863,300 and authorizing a contract with Stantec to complete the Turkey and Brush Creek Two-Dimensional Floodplain Modeling and Mapping project, in an amount not to exceed $1,014,953.

Funding agreement with Lawrence for K-10 transit route

Consider entering into a memorandum of agreement with the City of Lawrence, Kansas for funding from the City of Lawrence for the operation of the K-10 Connector transit route in the amount of $155,000 in FY2022 and $155,000 in FY2023.

Evergreen Living Innovations contract
