Board of County Commissioners Monthly Recap: Oct. 2023
Here are some highlights of the Board of County Commissioners’ actions in October 2023. More information, including official minutes, votes and videos on all items is available at boccmeetings.jocogov.org.
Authorization of about $40 million dollars for 22024 CARS and stormwater projects
On Oct. 5, in separate and unanimous votes, the BOCC approved the 2024 plan and its funding for two long-standing programs to improve roadways and stormwater systems.
The County Assistance Road System, commonly known as CARS, funds 11 projects in 13 cities in 2024. The BOCC approved an amount not to exceed $20,008,000.
$20,125,000 million was approved for the Stormwater Management Program’s 2024 plan. It includes 19 system assessment and replacement capital projects in seven cities along with other watershed improvements.

Chairman appointments to two new coalitions
Back in June 2023, the BOCC approved two new coalitions that will convene to forward important initiatives in our community: the Sustainability Coalition and the Diversity, Equity and Inclusion Coalition.
This month ratified the Chairman’s appointments to these new coalitions:
Sustainability Coalition:
- Kim Winslow, Sara Greenwood, Piercyn Charbonneau, Shaun Pietig and Emily Randel through Oct. 31, 2024
- Kristin Riott, Chris DeVolder, Scott A. Schulte, Lara Isch and Jennifer Gunby through Oct. 31, 2025
- Ashok Gupta, Megan Parsons, Lindsey Constance, Tom Jacobs and Ajay N. Kasarabada through Oct. 31, 2026.

Approvals for city park and business park
When cities are working on planning items such as rezoning or site development plans and plats for projects, they have to come before the BOCC if they are located within one mile of one of our airports. In October, in separate votes, the BOCC approved:
- Overland Park’s rezoning application for a city park on 6.17 acres at the northeast corner of 159th Street and Quivira Road (located within one mile of Johnson County Executive Airport)
- Olathe’s applications for a preliminary site development plan and final plat for Mather West Olathe Business Park located south of 151st Street and west of Old 56 Highway, (located within one mile of the New Century AirCenter.)
