BOCC authorizes funding for next phase of the State Line Road Pump Stations and Force Main Project
On Thursday, Nov. 3, 2022, the Board of County Commissioners voted 7-0 to authorize $4,274,400 for design and bid-phase services for the State Line Road Pump Stations and Force Main Project. This brings the total project authorization to $5,564,400. Johnson County Wastewater estimates this project will save the department $100 million in the next 20 years.
This project will involve the construction of three new pump stations and one common force main in the City of Leawood to convey flow generated in the Leawood basin to Wastewater’s newly constructed Tomahawk Wastewater Treatment Facility.
Currently, wastewater from the areas of Leawood, generally in the vicinity north of I-435, flow to Kansas City, Missouri for treatment, with the costs paid by Wastewater through an interlocal agreement with Kansas City. This project would divert up to two times the average daily dry-weather flow to the Tomahawk Facility for treatment.
The project payback period is expected to be less than 10 years. This project has been planned to follow the Tomahawk Facility construction and is included in the latest capital improvement plan. The Tomahawk Facility has adequate capacity to handle the increased flow.
Previous BOCC Action
Previously, the BOCC approved $1,290,000 on Jan. 13, 2022 to purchase land for this project.
The City of Leawood was consulted during the pre-design of this project and the pump stations, with Preliminary Development Plans for two pump stations during their City Council meeting on Aug. 15, 2022, and the Preliminary Development Plan for the additional pump station was approved by the council on Oct. 17.
