Johnson County community mourns death of former County Commission Chairman Annabeth Surbaugh

Johnson County and its leaders are mourning the death of former County Commissioner and Chairman Annabeth Surbaugh on Wednesday. She was 79.

A member of the Board of County Commissioners for 18 years, Annabeth Surbaugh was the first publicly elected, at-large chairman of the Board after passage of the county’s Home Rule Charter. She served two terms (2003-2011) as chairman after 10 years (1993-2003) as Third District commissioner. Prior public service included being elected to the board of Rural Water District No. 2 in 1988. In 1989, she was elected to the board of Water One of Johnson County, becoming Chair in 1991.

“On behalf of the Board of Commissioners and all county staff, we express our deepest sympathy and heartfelt condolences to Annabeth’s family,” said Chairman Mike Kelly. “She will long be remembered for her public service and love of Johnson County.”

County Manager Penny Postoak Ferguson echoed those sentiments. 

“Our thoughts and prayers are with Annabeth’s family, friends and loved ones during this difficult time,” she said. “May the memory of her public service, leadership and dedication serve as a tribute to her remarkable life and enduring legacy in Johnson County Government and to the Johnson County community. Our hearts go out to all those close to her in this time of loss.”

Chairman Kelly ordered the flags at all county-run facilities to fly at half-staff from sunup to sundown on the day of interment. Funeral arrangements were pending and will be publicly announced when finalized.
