The Community Development Block Grant program provides annual grants on a formula basis to states, cities and counties to develop viable urban communities. Johnson County obligates the maximum amount of funds allowed by HUD to directly assisting the most vulnerable populations.
Whether the project is a public service directly assisting homeless individuals, housing projects removing architectural barriers or public facilities projects improving infrastructure in low to moderate income areas, 100% of the Community Development Block Grant funds Johnson County receives meets one of the three required national objectives by benefitting low to moderate income persons.
The projects located on the map are considered public facilities projects that received CDBG funds within the last several years.
Qualifying Areas Map
Activities may qualify for CDBG assistance if the activity will benefit all the residents of a primarily residential area where at least 51% of the residents are low- and moderate-income persons. Such area-benefit activities include things such as parks, neighborhoods, facilities, community centers and streets. However, some communities have no or very few areas in which 51% of the residents are low and moderate-income.
For these grantees, the CDBG law authorizes an exception criterion for such grantees to be able to undertake area benefit activities, Johnson County’s current FY 2023 exception quartile is 38.6%. Census tracts must have 38.6% or more of residents that are low and moderate-income to be eligible for CDBG activities.
The map below shows which census tracts in Johnson County currently qualify, based off the 2016-2020 American Community Survey data. Overland Park and Shawnee are not participants of the Johnson County Urban County; therefore their areas are grayed out. This map will be updated as HUD releases new exception quartile percentages.
