Health & Environment Strategic Plan
Our Strategic Plan (2023-2025) prompts us to strengthen our public health foundational capabilities and to work in new ways with new partners to achieve our vision as a trusted partner working to develop more equitable conditions across Johnson County. Below are our seven strategies and their corresponding goals and approaches.
Strategy 1: Address Community Inequities & Disparities
Goal: Create a more equitable community with fewer disparities.
Approach:
- Year 1: Identify program-specific opportunities to improve disparities.
- Year 2: Identify gaps and implement strategies to improve DHE’s culture and competency. Create and begin implementation of health in all policies.
- Year 1-3: Collaborate and coordinate with partners and subject matter experts to address social determinants of health.
Strategy 2: Increase Health & Environmental Partnerships
Goal: Better utilize our resources and partners for maximum health and environmental impact.
Approach:
- Year 1: Design database system and processes. Identify partners and define stakeholders and specific work. Create partnership processes and agreements.
- Year 2: Evaluate and prioritize partnerships. Identify community gaps and partners to help close the gaps. Implement partner processes and agreements. Establish partnerships and improvement plans (focused on inequity and disparities).
- Year 3: Continue establishing partnerships and improvement plans.
Strategy 3: Continue Developing Our Teams’ Skills & Processes
Goal: Develop an effective, efficient and engaged DHE workforce.
Approach:
- Year 1: Develop and implement a new employee orientation. Use retention data to implement more/better people strategies. Execute workforce development plans.
- Year 2: Use data to create and provide workforce skill development opportunities.
- Year 3: Establish coaching, mentoring and succession planning processes.
Strategy 4: Use Data to Improve Processes
Goal: Use data to improve our community’s health and environmental services and their experiences in the receipt of services.
Approach:
- Year 1: Improve understanding of existing data sources and how they are being used. Standardize data requests and streamline how data is used and exchanged internally and externally
- Year 2-3: Assess data request process. Identify and mitigate duplication of efforts. Support the data needs to fulfill the work of the strategic priorities.
Strategy 5: Use Communication to Increase Understanding of and Support for Public Health in Johnson County
Goal: Increase communication and engagement in and between the community, partners and DHE.
Approach:
- Year 1: Evaluate the current state of communications and identify priorities.
- Year 2: Establish a plan for infrastructure and fill the Director position.
- Year 3: Build processes and modalities to provide internal/external communications and engagement.
Strategy 6: Prepare for Our Community’s Growth
Goal: Better meet and anticipate the future needs of our growing and diverse community and staff.
Approach:
- Year 1: Evaluate the population change profile. Evaluate workforce growth needs. Evaluate existing programs and services. Advocate for new buildings that enable the delivery of effective and efficient services and programs. Plan for Public Health infrastructure funding and costs.
- Year 2-3: Identify resources and continue developing a flexible, mirrored workforce. Continue assessing the community’s profile to identify existing and emerging needs, resources and funds.
Strategy 7: Increase Community Outreach Services
Goal: Design and implement innovative community outreach services to meet the needs of the population where gaps exist.
Approach:
- Year 1: Pilot equity and innovation in one program from each category:
- Services delivered in the community.
- Services provided virtually.
- Services provided in a new modality.
- Year 2: Evaluate pilot changes to programs (one from each category). Adapt and implement the learnings.
- Year 3: Expand innovations to advance outreach.
