Johnson County Transportation Connection Plan
Study Purpose:
The Sunflower Army Ammunition Plant (SAAP) was opened in the northwest area of Johnson County in 1941 on 10,747 acres. The SAAP is being reclaimed and repurposed as an industrial and commercial development area named the Astra Enterprise Park (AEP) and has been annexed by the city of De Soto. The northwest area of Johnson County, and the surrounding area in general, is likely to experience major developments as the new AEP develops.
The arterial roads in this area of the County were generally truncated at the SAAP boundary. As such, the major focus of the study will be recommending the reconnection of the necessary arterial links with the AEP. The Study will also make recommendations to the transportation plans of the entities within the study areas.

Deliverable:
The primary deliverable of this effort will be recommendations to the transportation plans of the entities within the study area; including the re-establishment of arterials and new arterial corridors connecting to and within the AEP.
Schedule/Key Milestones:
The Study should have draft recommendations by Winter 2025 and final recommendations by Spring 2025. Before recommendations are adopted there will be public involvement. The recommendations may be adopted or rejected as determined appropriate by each jurisdiction’s governing body.
