Notice of 30-Day Public Comment Period on Johnson County's Proposed 2020 Action Plan Substantial Amendment for CARES Community Development Block Grant COVID-19 Stimulus Funding (CDBG-CV)

Johnson County Community Development presents its proposed Substantial Amendment to the 2020 Annual Action Plan to the citizens of Johnson County for a 30-day public review and comment period beginning June 27, 2020 and on July 26, 2020. The County’s Citizen Participation Plan requires a 30-day comment period on any substantial amendment prior to submission to the U.S. Department of Housing and Urban Development (HUD). The purpose of the 30-day public comment is to receive comments from citizens on the establishment of an urgent need strategic priority and proposed uses of the CDBG-CV program funding. This funding is provided by HUD in response to the public health crisis through the Coronavirus Aid, Relief and Economic Security (CARES) Act signed into law on March 27, 2020.

Johnson County will receive a special allocation of Community Development Block Grant (CDBG) funds to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19). This allocation was authorized by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, Public Law 116-136 signed into law by President Trump on March 27, 2020 in response to the growing effects of this historic public health crisis. The CARES Act will provide $631,737 in Community Development Block Grant Coronavirus (CDBG-CV) funding to Johnson County through the U.S. Department of Housing and Urban Development (HUD). This funding opportunity excludes the cities of Overland Park, Lenexa and Shawnee who will receive their own allocation of funding from the CARES Act as entitlement communities. The City of Olathe is a member of the Urban County and will receive a percentage of the Johnson County CARES Act allocation and utilize the County application materials

PUBLIC NOTICE

APPLICATION WORKSHOP FOR 2021 JOHNSON COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT

An Application Workshop for 2021 Community Development Block Grant (CDBG) funds is scheduled at 1:30 p.m., Tuesday, April 7, 2020 in Room 1070/75 at the Sunset Drive Office Building, 11811 South Sunset Drive, Olathe.

Please note that eligible applicants for CDBG funding are cities in Johnson County, county departments, nonprofit organizations with an IRS 501(c)(3) tax exemption letter, and faith-based organizations.

In addition to responding to applicants’ questions, there will be a brief overview of the CDBG program and the application. Completed applications for 2021 CDBG funding will be due by noon on May 21, 2020.
